A RESOLUTION CONCERNING THE CAPIBBFAIT
AMERICAN CARNIVAL DAY TO BE CONDUCTED BY TIIF
SOUTH FLORIDA CARNIVAL BANDLEADEP.S
ASSOCIATION, INC. ON SUNDAY, OCTOBER 7, 1990
PROVIDING FOR THE CLOSURE OF DESIGNATED -
STREETS TO THROUGH VEHICULAR TRAFFIC,
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPAPTMFNTS OF
POLICE AND FIRE, RESCUE AND INSPECTION -_
SERVICES; AUTHORIZING A ONE -DAY PERMIT TO
SELL BEER AND WINE IN CONNFCTION WITH SAID
EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; FURTHER AUTHORIZING THE
WAIVER OF THOSE FEES WHICH ARE SUBJECT TO =_
—�: WAIVER BY CITY CODE PROVISIONS FOR PARKS FEES _
AND EQUIPMENT RENTAL IN SUPPORT OF SAID
EVENT; CONDITIONED UPON ORGANIZERS PAYING
FOR THE NECESSARY COSTS OF CITY SERVICES _
ASSOCIATED WITH SAID EVENT AND THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY. _
BE IT RESOLVED BY THE COMMISSION OF THE CITY Ot MIAMI, —
FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Caribbean
American Carnival Day to be conducted by the South Florida
Carnival Bandleaders Association, Inc. the followinq streets are —
hereby partially closed to through vehicular traffic on Sunday,
October 7, 1990 as specified below:
8:00 A.M. to 4:00 P.M. -
— Northwest Thirty -Sixth Street from Northeast Second Avenue -
to Northeast Eighth Street.
= Northeast Second Avenue from Northeast Elghth Street to
Bicentennial Park West entrance.
- - Included in the herein closure are all streets, avenues, _=
- - alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.

approval and tbe issuance of permits by the Departments of Police
and Fire, Rescue and Inspection Services. The use of streets in
the Omni area during the hours and times specified in Section l —
is hereby approved subject to the exercise complete control over
such by the Department of Police after giving all due
- consideration to the safety and traffic needs of residents, --
businesses, and religious institutions in the area for entering
and crossing through said arterials and upon the favorable �--
exercise of the City Manager's judgement predicated upon all
factors set forth herein.
Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code Section 54-12.1, the request of the organizer's to sell beer
and wine for a one -day period in connection with the Caribbean
American Carnival Day is hereby granted subject to the issuance
of all permits required by law.
Section 4. Pursuant to the provisions of City Code Section
39-13, all retail peddlers' occupational licenses issued under
the provisions of Chapter 31 of the City Code, as amended, will
not be valid on the above designated streets and on all
intersecting streets for two blocks in all directions as
specified in Section 1.
Section 5. The above waiver is hereby subject to and
conditioned upon the sponsor's compliance with any and all
limitations and requirements as may be prescribed by the
administration of the City of Miami.

Section 6. Such authorizations are hereby conditioned upon
the organizers paying for all costs of City services associated
with said event and the requirement that the City be insured
against any potential liability.
Section 7. This Resolution shall become effective
immediately upon its adoption.
