Pursuant to the provision of City Code Section 31-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid in the area of public right of way included on the above designated streets and on all intersecting streets for two blocks in all directions, during the dates and hours of said events and including Carnaval Miami International at Bayfront Park on March 9, 1991 on Biscayne Boulevard Northbound eastern- most lane from East Flagler Street to Northeast Fourth Street as specified. Section 4. Upon the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, to sell beer and wine pursuant to City Code 54-12.1, the request of the K4wanis Club of Little Havana to sell beer, and wine in soft containers for four (4) one -day periods in connection with Carnaval Miami Paseo scl-leduled for. March 3, 1991, Miami Carnaval International at Bayfront Park on March 9, 1991 and Calle Ocho Open House Festival scheduled for March 9-10, 1991, is hereby granted, subject to the issuance of all permits required by law. Section 5.
