PASH ON MARCH 9, 1991, CARNAVAL MIAMI INTERNATIONAL AT BAYFRONT PART: ON MARCH 9, 1991 AND CALLS OCHO OPEN HOUSE FESTIVAL ON MARCH 10, 1991_ TO BE CONDUCTED BY THE K.IWANIS CLUB OF LITTLE HAVANA, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC; ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA = PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENTS; AUTHORIZING THE SALE OF - -� BEER AND WINE IN CONNECTION WITH SAID EVENTS SUBJECT TO THE ISSUANCE OF ALL PERMITS _ REQUIRED BY LAW; FURTHER RELAXING THE —_ -- LIMITATIONS ON THE DISPLAY OF FIREWORKS TO - ALLOW THE STAGING OF PYROTECHNIC DISPLAYS -_ - UNTIL 12:00 MIDNIGHT FOR CARNAVAL NIGHT AT THE. ORANGE LOWL STADIUM ON MARCH 2, 1991 AND IN _ THE VIZCAYA AREA FOR A SPONSORS PARTY ON MARCH _- 8, 1991 AND FOR CARNAVAL MIAMI INTERNATIONAL AT BAYFRONT PARK ON MARCH 9, 1991; CONDITIONED _ — UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND =_ UPON ORGANIZERS PAYING FOR ALL NECESSARY COST OF CITY SERVICES ASSOCIATED WITH SAID EVENTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during Carnaval Miami Paseo on March 3, 1991; during Calle Ocho 81, Run on March 9, 1991, _ Carnaval Miami. Bike Dash on March 9, 1991 and Calle Ocho Open _ House Festival on March 10, 1991, the following streets are hereby closed to through vehicular traffic during the dates and hours specified below: CARNAVAL MIAMI PASEO: Sunday, March 3, 1991 from 10:00 A.M. to 10:00 P.M.: E ---- West Hagler Street froth Twelfth Avenue to Twenty-second F.venue. CARNAVAL MIAMI 8K-RUN = ' Saturday, March 9, 1991 from 8:00 A.M. to 7:00 P.M.: — - Biscayne Boulevard (western most lane) from Northwest Third Street to Southeast Second Street. — Southeast Second Street from Biscayne Boulevard to Southeast = Second Avenue. Southeast Second Avenue from Southeast Second Street to Brickell Avenue Bridqe. Bric kell Avenue from Southeast Fifth Street to Southeast Eighth Street. Southeast Eight Street from Southwest Sixth Avenue to Southwest Thirteenth Avenue. Southwest Thirteenth Avenue from Southwest Eighth Street to West Flagler Street. CALLE OCHO OPEN HOUSE Friday, March 8, 1991 from 10:00 A.M. to Monday, March 11, 1991 Noon: Southwest Tenth Street Road from Southwest Eighth Street to Southwest Ninth Street. Southwest Twenty-third Avenue from Southwest Seventh Street to Southwest Eighth Street. Sunday, March 10, 1991, 1:00 A.M. to 12 Midnight: Southwest Eighth Street from Southwest Fourth Avenue to Southwest Seventh Avenue. Southwest Seventh Street from Southwest Fifth Avenue to Beacom Boulevard. Beacom Boulevard from Southwest Eighth Street to Southwest Seventh Street. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of Permits by the Departments of Police and Fire, B2escue and Inspection Services. Section 3. Pursuant to the provision of City Code Section 31-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid in the area of public right of way included on the above designated streets and on all intersecting streets for two blocks in all directions, during the dates and hours of said events and including Carnaval Miami International at Bayfront Park on March 9, 1991 on Biscayne Boulevard Northbound eastern- most lane from East Flagler Street to Northeast Fourth Street as specified. Section 4. Upon the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, to sell beer and wine pursuant to City Code 54-12.1, the request of the K4wanis Club of Little Havana to sell beer, and wine in soft containers for four (4) one -day periods in connection with Carnaval Miami Paseo scl-leduled for. March 3, 1991, Miami Carnaval International at Bayfront Park on March 9, 1991 and Calle Ocho Open House Festival scheduled for March 9-10, 1991, is hereby granted, subject to the issuance of all permits required by law. Section 5. The time limitations on the display of fireworks is hereby relaxed to allow the staging of pyrotechnic displays - urit:i-1 12 Midnight on Saturday, March 2, 1991, at the Orange Bowl for Carnaval Night and on Friday, March 8, 1991 in the Vizcaya area in connection with a sponsors party and at Bayfront -ark in connection with Carnaval Miami International on Saturday, March 9, 1991 subject to the issuance of appropriate permits from the t Department of F-re, Rescue and Inspection Services. z.
