RESOLUTION NO.
A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
AS MEMBERS TO THE CITY OF MIAMI LATIN QUARTER
REVIEW BOARD TO SERVE A TERM OF OFFICE TO
EXPIRE ON FEBRUARY 27, 1992.
WHEREAS, the City of Miami Latin Quarter Review Board was
established by Ordinance No. 9925, dated October 10, 1984, to
review plans and/or related documents, and to recommend approval
or disapproval to the Planning, Building and Zoning Director for
projects requiring a Class "C" special permit within the
boundaries of the Latin Quarter District in accordance with the
Latin Quarter Design Guidelines and Standards, other applicable
guidelines and standards, and the intent of the Latin Quarter
Special Public Interest (SPI-14, 14.1, and 14.2) Zoning District;
and
WHEREAS, the Latin Quarter Review Board consists of ten (10)
members: three (3) members may be architects, two (2) members may
be engineers, landscape architects or architects, but at least
five (5) members shall be residents or business owners of the
City of Miami; and
WHEREAS, on September 28, 1989, the City Commission
designated five individuals to fill five vacancies on said Board
for a two year term ending in. February 27, 1991, as follows:
Silvio Diaz, Mariano Corral, Daniel Perez-Zarraga, Luis Sabines
and Hector Gasca (in the categories of City of Miami resident or
business owner and Landscape Architect), and two individuals to
fill two vacancies for a one year term ending in
February 27, 1990, as follows: Mario Pestonit and Angel C.
Saqui, II (in the category of resident or business owner); and
WHEREAS, Section 62-78 of the City Cade provides for the
appointment or reappointment of Board Members; and

members expired on February 27, 1.990; and
WHEREAS, it is intended that members of the Latin Quarter
Review Board be persons of knowledge, experience, mature judgment
and background, having the ability or special professional
training and interest to act in the public interest in order_ to
make informed and equitable decisions concerning architectural
design, and protection and enhancement of the physical and
cultural environment; and
WHEREAS, five appointments need to be made to the City of
Miami Latin Quarter Review Board for terms of office ending on
February 27, 1992 and, ideally, these appointments include one
architect, one engineer, landscape architect or architect and
three or more City of Miami residents or business owners;
although these categories are optional;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following individuals are hereby
appointed as members to the City of Miami Latin Quarter Review
Board, to serve a term to expire on February 27, 19921/:

and adopted by the City of Miami Commission at its meeting held
on June 7, 1990, appointing you to serve on the City of Miami
Latin Quarter Review Board.
Pursuant to the Financial Disclosure law, Chapter 84-318(3), Laws
of Florida, and as a member of the Latin Quarter Review Board,
you will be required to file a Statement of Financial Interests
form with the Supervisor of Elections, Dade County Department of
Elections. Their address is: Metro Dade Center, 19th Floor, 111
N.W. 1st Street, Miami, Florida 33130 (Tel: 375-5553).
Also enclosed is a copy of a memorandum from Jorge L. Fernandez,
City Attorney, dated October 11, 1988, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated April 3, 1989 on legal requirements
concerning Conflict of Interest and Dual Office Holding
circumstances which may prohibit your membership in said bodies.

It is respectfully recommended that the City Commission appoint five (5)
members to the City of Miami Latin Quarter Review Board, per the attached
resolution. The terms of the new appointments will expire February 27, 1992.
Candidates must have met the qualifications described below. All categories
are optional except that at least five members have to be City of Miami
residents or business owners at any one time. Candidates must have filed
application forms available at the City Clerk's office. Proof of professional
registration, residence, principal place of business or property ownership
must have been included with the application.

The Planning, Building and Zoning Department services the Latin Quarter Review
Board. The Latin Quarter Review Board reviews all proposed projects in the
Latin Quarter district in excess of $10,000.
Section 62-78 of the City Code provides for the appointment or reappointment
of Board Members. At the September 28, 1989 City Commission meeting, the
Commission appointed Mario Pestonit and Angel Saqui II for a term ending in
February 27, 1990.and Daniel Perez Zarraga, Mariano Corral, Silvio Diaz, Luis
Sabines and Hector Gasca for a term ending in February 27, 1991. Appointments
are for five vacancies currently occupied by the following individuals.
