RESOLUTION NO. 9 0 — 445
A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO THE CITY OF MIAMI HERITAGE CONSERVATION
BOARD.
WHEREAS, the Heritage Conservation Board was established by
Ordinance No. 9426, dated May 27, 1982, to recommend properties
for designation as historic sites, historic districts, and
archeological zones, to approve or deny Certificates of
Appropriateness
and to
review
development plans in
environmentally
significant
areas of
the City; and
WHEREAS, it is intended that members of the Heritage
Conservation Board shall be persons of knowledge, experience,
mature judgment and. background, having ability and desire to act
in the public interest and representing the various special
professional training, experience, and interests required to make
informed and equitable decisions concerning conversation and
protection of the physical environment; and
WHEREAS, there are ourrently three (3) vacancies on the
Heritage Conservation Board, which vacancies were formerly filled
by Jose Gelabert-Navies (restoration architeot/architectural
historian); Robert Fitzsimmons (business and finance or. Law); and
Marwin Cassel (citizen);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following persons are hereby appointed as
members of the City of Miami Heritage Conservation Board in the
listed categories to serve in the designated positions and for
the speoified terms of office:

and adopted by the City of Miami Commission at its meeting held
on June 7, 1990, appointing you to serve the City of Miami
Heritage Conservation Board.
Pursuant to the Financial Disclosure law, Chapter 84-318(3), Laws
of Florida, and as a member of the Heritage Conservation Board,
you will be required to file a Statement of Financial Interests
form with the Supervisor of Elections, Dade County Department of
Elections. Their address is: Metro Dade Center, 19th Floor, 111
N.W. 1st Street, Miami, Florida 33130 (Tel: 375-5553).
Also enclosed is a copy of a memorandum from Jorge L. Fernandez,

ENCLOSURES:
It is respectfully recommended that three (3) members be appointed to fill
vacancies in three categories on the Heritage Conservation Board based upon names
and qualifications submitted to the City Clerk, per the attached resolution.
-- BACKGROUND:
The Planning Department services the Heritage Conservation Board. The Heritage
Conservation Board currently has three (3) vacancies. These vacancies are due to
the expiration of the terms of Jose Gelabert-Navia, Robert Fitzsimmons and
Marwin Cassel.
Persons appointed to the Board must qualify under specific professions related to
the Board's responsibilities and must have submitted applications to the City
Clerk. Terms of office are for three (3) years. The vacant categories include
the following:
Registered Architect or architectural historian having demonstrated
knowledge and experience in architectural restoration and historic
preservation.
Person experienced in the field of business and finance or law.
Citizen with demonstrated knowledge and interest in the historical
and architectural heritage of the C:ty and/or conservation -f the
natural environment.
Four (4) persons have submitted applications to the City Clerk for appointment to
fill vacancies on the Board in the three categories, as follows:

Following the establishment of the Heritage Conservation Board in 1982, there were
no designated appointments by individual Commissioners. However, since 1986, the
Commission has had an informal policy of individual appointments. The following
list shows these appointments, as well as the current vacancies on the Board.
Pursuant to your policy, Mayor Suarez has one appointment (Restoration Architect),
Commissioner Alonso has one appointment (Citizen) and Commissioner Plummer has one
appointment (Business and Finance or Law).

Commissioners; however, since 1986, the Commission has had an
Informal policy of Individual appointments. Pursuant to this

Law).

Miami's largest architectural preservation organization. Starting as a part-time volunteer,
_ I was elected to the Board of Trustees and later to the Executive Board on which I now
serve. I have made it a practice to attend City Commission, Planning and Zoning Board
and Heritage Conservation Board ::eetings to keep abrest of historic and environmental
issues in the City of :Iiami. I am watching, with interest, the proposed law suit to be
brought by the Metro -Dade Historic Preservation Board on the question of local designation
and its relationship to owner consent.
I am this years Chairman of Dade Heritage Days (sponsored by Dade Heritage Trust). This
is a six -week county -wide, cross-cultural, family oriented, educational event that brings
together, under one banner, all of :.iami's preservation groups. For that period, events
_ and programs which showcase ':iami's unique history and architectural heritage are widely

Ms. Bondurant has served as a full-time volunteer for Dade
Heritage Trust, the County's largest historic preservation
organization, for the last three years. Her interest in
preservation has involved her in many activities throughout
Dade County so that she is aware of the difficulties often
faced in saving and protecting our rich and culturally
diverse heritage.
The interest Ms. Bondurant has in preservation of our
historic sites and architecture extends beyond her
involvement as a volunteer for DHT. She attends meetings
of the City Commission, Planning and Zoning Boards and
Heritage Conservation Board to support historic
preservation and to keep abreast of the activities in the
community which could affect the status and focus of
preservation in the City of Miami and Dade County.
This year Ms. Bondurant is the Chairman of Dade Heritage
Days 1990, a six -week, cross-cultural festival taking plaice
all over Dade County. Her co-ordination of the over 35
participating organizations for this Festival speak highly
of her ability. Her interest in educating our citizens to
our cultural and historic treasures would be a tremendous
asset to both the Heritage Conservation Board and to the
community she would so ably serve.

Mr. Heisenbottle has over 20 years experience in all aspects of architecture, with specific
experience on a wide range of institutional, commercial and governmental projects, which
includes work for the Dade County - General Services Administration, both the Dade and
Palm Beach County School Boards, the City of Miami, the State of Florida Board of
Regents and the University of Miami. Prior to the formation of his own firm, he served for
many years as Vice President and project manager at one of Florida's largest architectural
and engineering firms. During this time, he was directly responsible for some of South
Florida's most noteworthy buildings, including, Centrust Tower; Bast Tower at Jackson
Memorial Hospital; and the Florida Atlantic University Library.

WORK ExPERIENCF
EXPERIENCE: Mr. Heisenbottle has over 20 years experience in all aspects of the
profession of architecture from design, production and management to construction
administration. His experience includes numerous Iarge scale historic restoration,
educational, medical and commercial projects for a variety of governmental, institutional
and private clients.
Recently his restoration of the landmark Freedom Tower building received an award for
Outstanding Restoration from the Florida Trust for Historic Preservation and an Award of
Merit from the Miami Chapter of the American Institute of Architects. The restoration of
the Cast Iron Building at 801. Broadway in New York City, his first restoration project, was
completed in 1974. This project received a Merit Award from the New York Association
of the American Institute of Architects. His firm is currently working on the Restoration
of Gusman Center for the Performing Arts.
ORGANIZATIONS AND COMMUNITY ACTIVITIES
Mr. Heisenbottle is President Elect of the Miami Chapter of the American Institute of
Architects, a member of both the National Trust for Historic Presentation, and the Florida
Trust for Historic Preservation. He is also active as a member of the Greater Miami
Chamber of Commerce.
