RESOLUTION NO
90- 425
A RESOLUTION AUTHORIZING AN EXPENDITURE OF
$15,000 IN SUPPORT OF THE YOUTH CRIMEWATCH OF
AMERICA PROGRAM; AND ALLOCATING FUNDS
THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND,
SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF
OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the City of Miami, along with the rest of the
nation has experienced a major increase in drug sales, purchases
and use; and
WHEREAS, the Youth Crimewatch of America Program focuses its
efforts in the underlying problems leading to the purchase and
use of drugs; and
WHEREAS, the Program's conference this year will be held at
the Intercontinental Hotel reaching 1,200 students, school
administrators, teachers, law enforcement officials and concerned
citizens both locally and nationally; and
WHEREAS, funds to cover the necessary expenses required for
the above Program have not been included in the Police
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this Program are available in the City of Miami Law Enforcement
Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Footnote: With the proviso (stipulated by the
City Commission at the time of passing) that in
the event this group ever comes back seeking
funding from the City, they must submit proof that
at least two other municipalities are contributing
an amount equal to the contribution being sought
from the City of Miami.

Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The expenditure of $15,000 in support of the
Youth Crimewatch of America Program is hereby authorized, with
funds therefor being hereby allocated from the City of Miami Law
Enforcement Trust Fund, Project No. 69000.1, Index
Code 290904-995, such costs having been approved by the Chief of
Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that a Resolution authorizing the
funding of the Youth Crimewatch of America Program, in the
amount of $15,000, be approved.
The Police Department supports the efforts of the Youth
Crimewatch of America Program and has agreed to contribute to
this years conference, to be held at the Inter -Continental
Hotel. The program is expected to reach between 1,200 and 1,400
students, school administrators, law enforcement officials and
concerned citizens locally and nationwide. This will be done in
an effort to train our youth in the fight against crime and
drugs.
It is, therefore, recommended that the Resolution authorizing the
contribution of $15,000 to the Youth Crimewatch of America
Program, funding to be provided from the Law Enforcement Trust
Fund, Project No. 690001, Index Code 290904-996, be approved.
