HomeMy WebLinkAboutR-90-0424J--90 _. 42_l_ 05/23/9() RESOLUTION NO. 90- 424 A RESOLUTION AUTH0RIZING FUNDING FOR THE SPONSORSHIP OF THE FLORIDA WAVE DRUM AND BUGLE CORPS, IN AN AMOUNT NOT TO EXCEED $25,O00; ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses and for anti -drug education programs; and WHEREAS, the City of Miami, along with the rest of the nation, has experienced a major increase in drug sales, purchases and use; and WHEREAS, in an effort to curb the use of drugs by the youth Of the City of Miami the Police Department proposes to sponsor the Florida Wave Drum and Bugle Corps, an organization which offers an alternative to local high school students: and WHEREAS, in exchange for financial support the Corps will carry the Police Department's banners in parades across the country and prominently display the City's logo and anti -drug messages on the sides of its trailers and buses; and WHEREAS, the Corps will also participate in the King Orange Parade, Pig Bowl Halftime Show, Calle Ocho, and any other major events sponsored by the City; and WHEREAS, funds to cover the necessary expenses required for the above listed program have not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and CITY CC7MIAU.-A`10N MEETING OF 14 7 15W 90- 424 REiUiU11L* W. WHEREAS, fund-, to cover- the neceSsary Axp-noes for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding for the sponsorship of. the Florida Wave Drum and Bugle Corps, is hereby authorized, with funds therefor, in an amount not to exceed $25,000, being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, such costs having been approved by the Chief of Police. REFERENC&ave Drum & Bugle Corps ENCLOSURES: It is respectfully recommended that a Resolution allocating funds and authorizing the sponsorship of the Florida Wave Drum and Bugle Corps, in the amount of $25,000, be approved. The Police Department continues to support those organizations that strive to offer the youth of our community an alternative to drug abuse. The Florida wave Drum and Bugle Corps has been providing low income high school students, aged 14-17, just such an alternative for 60 years. Fifty percent of those individuals involved in the program come from City of Miami schools. The Corp will enhance the reputation of the City and of the Police Department by prominently displaying the City's logos and messages on its buses and trucks and carrying the City's banners in all of its competitions across 36 states and 11,000 miles of the country. In addition, the Corps will march in the King Orange Parade, the Pig Bowl Halftime Show, Calle Ocho, and any other major events that the City may sponsor. The Corps will, of course, carry the City of Miami Police Department's banners in these events. It is, therefore, recommended that the Resolution allocating funds and authorizing the sponsorship of the Florida wave Drum and Bugle Corps, at a cost of $25,000, funding to be provided from the Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, be approved. 90- 424 AFFIDAVIT I, Perry L.
