A RESOLUTION, WITH ATTACHMENTS, AUTHORIZING
THE CITY MANAGER TO AMEND THE COMMERCIAL
FACADE TREATMENT AGREEMENT DATED DECEMBER 7,
1989, BETWEEN THE CITY OF MIAMI AND THE SMALL
BUSINESS OPPORTUNITY CENTER, INC. (SBOC), IN
SUBSTANTIALLY THE ATTACHED FORM, AN AMOUNT
NOT TO EXCEED $11,200, WITH FUNDS THEREFOR
BEING ALLOCATED FROM THE FOURTEENTH (14TH)
YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUND,
FOR THE CONTINUATION OF THE COMMERCIAL FACADE
TREATMENT PROGRAM IN THE TARGET AREAS.
WHEREAS, the Commercial Facade Treatment Program was approved
in the Fourteenth (14th) Community Development Block Grant
Application by Resolution No. 88-384; and
WHEREAS, on December 7, 1989, the City Commission approved
Resolution No. 89-1099 for the purpose of implementing a
Commercial Facade Treatment Program with the Small Business
Opportunity Center, Inc. (SBOC), an economic development
organization; and
WHEREAS, the proposed Commercial Facade Treatment Program is
a component of the Comprehensive Citywide Commercial
Rehabilitation Assistance Facade Treatment Program; and
WHEREAS, the proposed Commercial Facade Treatment Program
will be implemented within the specified boundary of the Little
Havana target area; and
WHEREAS, the Small Business Opportunity Center, Inc. (SBOC)
has requested additional funding in order to increase the number
of businesses assisted;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Commercial Facade Treatment Agreement-:I,dated December_ 7, 1989,
between the City of Miami and the Small Business Opportunity
Center, Inc., in substantially the attached Lor.m, in an
additional amount not to exceed $11,200, therefor herebv
allocated from the Fourteenth (14th) Year Community Development
Block Grant Fund for the purpose of continuing the Commercial
Facade Program to the agency listed hereunder.:

AMENDMENT NO. 2
COMMERCIAL FACADE TREATMENT PROGRAM AGREEMENT
An Amendment to the Agreement dated December 7, 1989, between
the City of Miami, hereinafter referred to as the "CITY" and the
SMALL BUSINESS OPPORTUNITY CENTER, INC. (SBOC) and hereinafter
referred to as the "CONTRACTOR".
WHEREAS. the Commercial Facade Program approved in the
Fourteenth (14th) Year Community Development Block Grant
Application by Resolution No. 88-384; and
WHEREAS, the City Commission passed Resolution No. 89-1099
authorizing the execution of a contract agreement with the
CONTRACTOR in the amount of $12,600 for the implementation of a
commercial facade program; and
WHEREAS, the CONTRACTOR has requested additional funding in
order to increase the number of businesses assisted within the
Little Havana target area; and
THEREFORE, IN MUTUAL CONSIDERATION OF THE COVENANTS MADE
herein and in the Agreement of which this is an Amendment, the
parties hereto understand and agree as follows:
Section 1. That Article III, Section A A B of the Agreement
between the parties above stated, is hereby amended to provide an
additional $11,200 from the Fourteenth (14th) Year Community
Development Block Grant funds.
Section 2. It is further understood that all terms and
conditions outlined under the original Agreement will remain in
full force and effect. without modification except as herein
stated.
Section 3. This Amendment shall become effective immediately
upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission approve
— the attached resolution authorizing the City Manager to amend the
- 1989-1990 contract agreement with one (1) Community Based
Organization (CBO) listed below for the purpose of continuing the
Commercial Facade Treatment Program within their target area of
the City of Miami. These funds are allocated from the Fourteenth
(14th) Year Community Development Block Grant (CDBG) fund for the
fiscal period of July 1, 1989 to June 30, 1990.

BACKGROUND:
The Department of Community Development has analyzed the need to
amend the contract agreement with the following Community Based
Organizations for the purpose of continuing the Commercial Facade
Treatment Program in its respective target areas to enhance the
aesthetics of the commercial businesses and provide a new image
in the area.
In the Fourteenth (14th) Year Community Development Program,
there is a Citywide allocation of $300,000 for the Commercial
Facade Treatment Rehabilitation Program which was approved on
April 28, 1988 by City Commission Resolution No. 88-384.
Approximately $11,200 will be utilized initially for project
continuation by the Community Based Organizations listed below:

The Commercial Facade Treatment Program is a modified approach to
commercial revitalization and economic development where only the
exterior is treated in a concentrated impact area of commercial
use.

The purpose of a concentrated impact concept is to improve the
commercial image of the businesses within the target areas,
thereby, creating a better economic environment for the merchants
in the commercial district. It also helps to present a better
physical image for the City of Miami.
