HomeMy WebLinkAboutO-10741J-90-399 5/23/90 ORDINANCE NO. 10741 AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10642, AS AMENDED, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE BY ESTABLISHING A NEW CAPITAL IMPROVEMENT PROJECT ENTITLED "MUNICIPAL JUSTICE BUILDING ROOF REPAIRS", PROJECT NUMBER 311020, IN THE TOTAL AMOUNT OF $18,000.00; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10642 on September 28, 1989, establishing appropriations for implementa- tion of Capital Improvements in the City of Miami; and WHEREAS, it is imperative that the City proceed with the roof repairs at the Municipal Justice Building prior to the beginning of the rainy season; and WHEREAS, said repairs are estimated to cost approximately $18,000.00; and WHEREAS, Bid No. 89-90-104 is to be awarded to Y & W Roofing and Remodeling, a black minority vendor, as the lowest most responsive bidder NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10642, the Capital Improvement Appropriations Ordinance adopted September 28, 1989, is hereby amended in the following particulars:l/ "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1989-1990. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously •M l� Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. 10741 approved scheduled projects as well as re - appropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations with revenues therefor being set forth for one program (I) areas based upon use or functional category within said areas, as follows: Total Appropriations ($ x 000) I. All ordinances, or parts of ordinances, insofar as they are inconsistent or in conflict with the provisions of this Ordinance, are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this Ordinance shall not be affected. Section 4. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the promotions of peace, health, safety, and property of the City of Miami and upon the further proceeds of the necessity to make the required and necessary purchases and payments and to generally carry out the functions and duties of municipal affairs. Section 5. The requirements of reading this Ordinance on two ( 2 ) separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the City Commission. Section 6. Ordinance No. 10642 and Resolution for the Award of Bid No. 89-90-104 It is respectfully recommended that the City Commission adopt the attached proposed Resolution and emergency amendment to the Capital Improvement Ordinance No. 10642, as amended, which will establish a new Capital Improvement Project (C.I.P.), No. 311020, and appropriate monies in the amount of $18,000.00 for the project entitled "Municipal Justice Building Roof Repairs". The proposed Resolution and amended Appropriation Ordinance will allocate emergency funding and the award of Bid No. 89-90-104 to Y & W Roofing and Remodeling as the lowest most responsive bidder. These funds will be appropriated to the General Services Administration Department, Property Maintenance Division for roof repairs to the City's Municipal Justice Building located at 1145 N.W. lath Street. The roof of said property has deteriorated and warrants immediate repairs prior to the upcoming rainy season. The General Services Administration Department, Property Maintenance Division has analyzed bids received pursuant to Bid No. 89-90-104 for roof repairs at the Municipal Justice Building. As a result of the bid evaluation, it is recommended that an award be granted to Y & W Roofing and Remodeling as the lowest, most ,responsive bidder. T%e total cost asscc-iated with this service is estimated to be approximately $18,000.00. This project is .deemed as an emergency due to health needs of City employees and to prevent severe damage to the internal structure of the building during the upcoming rainy season. Funds for this service shall be provided from an emergency amendment to. C.I.P. Ordinance No. 10642,, which will appropriate monies to the General Services Administration Department, Property Maintenance Division's -Account No. 420401-670, Project No. 311020.
