A RESOLUTION ACCEPTING THE BIDS OF WILLIAMS
PAVING CO., INC. IN THE AMOUNT OF $298,225.00
AND PNM CORPORATION IN THE AMOUNT OF
$65,300.00, FOR A TOTAL AMOUNT NOT TO EXCEED
$363,525.00, FOR THE RESURFACING OF 30 TENNIS
COURTS AT SEVEN CITY PARKS FOR THE DEPARTMENT
OF PARKS AND RECREATION; ALLOCATING FUNDS
THEREFOR FROM THE CAPITAL IMPROVEMENT FUNDS
( PROJECT NO. 313318, ACCOUNT CODE
NO. 589301-860; AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS SERVICE.

WHEREAS, pursuant to public notice, sealed bids were
received April 26, 1990*for the resurfacing of 30 tennis courts
for the Department of Parks and Recreation; and
WHEREAS, invitations were mailed to eleven potential
suppliers and three bids were received; and
WHEREAS, funds for this service are available from the
Capital Improvement Funds Project No. 313318, Account
No. 589301-860; and
WHEREAS, this service will be used by the Department of
Parks and Recreation for the purpose of resurfacing thirty tennis
courts at seven City parks; and
WHEREAS, the City Manager and the Director of Parks and
Recreation recommend that the bids received from Williams Paving
Co., Inc. and PNM Corporation be accepted as the lowest
responsible and responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
*City Clerk's Note: The date appearing on the first whereas clause
is incorrect. The date reflected as April 26, 1990 should be
April 25, 1990.

Section 2. The April 26, 1990 bids of Williams Paving
Co., Inc. in the amount of $298,225.00 and PNM Corporation in the
amount of $65000.00 for a total amount not to exceed $363,525.00
for the resurfacing of 30 tennis courts at seven City parks for
the Department of Parks and Recreation are hereby accepted with
funds therefor hereby allocated from the Capital Improvement
Funds, Project No. 313318, Account No. 589301--860.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue purchase orders
for this service.
Section 4. This Resolution shall become effective
immediately upon its adoption.

installation of special fabric new asphalt paving, and re -coating
of thirty (30) tennis courts in seven (7) City parks for the
Department of Parks, Recreation and Public Facilities.
A Pre -Bid Conference will be held on April 17, 1990 at 10:00 a.m.
at the Parks, Recreation and Public Facilities Department, Orange
Bowl Athletic Club, 1501 NW 3 Street, Gate 12B, 2nd Floor, Miami,
Florida.
Bidders shall have a minimum of four (4) years experience in the
business of tennis court construction and resurfacing and shall
be fully licensed by the State of Florida and Dade County.

Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
Ordinance No. 10538 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City of Miami Minority/Women
Business Office, Dupont Plaza Center, 300 Biscayne Boulevard Way,
Suite 400, Telephone 579-3366.

It is respectfully recommended that the City Commission adopt the
attached resolution accepting the bids and awarding of the
contracts for the resurfacing of twenty-five (25) tennis courts
at four (4) City parks to Williams Paving Company, Inc. and for
the resurfacing of four (4) tennis courts at three (3) City parks
-to PNM Corporation, a Hispanic -owned firm, as the lowest
responsible and responsive bidders meeting the specifications as
required at a total cost as followsz

Allocation of funds for these projects is from Capital Project
too. 331318, "Citywide Park Playing Court Renovations".

The Department of Parks and Recreation has analysed three (3)
bids received for the resurfacing of thirty (30) tennis courts at
seven (7) City parks. The bid specifications and conditions
required the successful bidder to provide resurfaced (new
asphalt) tennis courts 'at seven (7) parkas Morningside, Moore,
Robert King High, West End, Coral Gate, Peacock, and Shenandoah.
Williams Paving Company, 7001 N.W. 84th Avenue, Miami, (a non -
minority firm), and PNM Corporation, 3780 N.W. 22 Avenue, Miami,
(a Hispanic owned firm) were the lowest responsive and
responsible bidders, meeting the required specifications.
