THE CITY COMMISSION OF MIAMI 7/12/90 �
Once again MIAMI RACIAL TENSIONS are at a boiling point. This comes �
as a result of police misconduct (i.e. use of excessive force). As we
have seen, high racial tension and police misconduct has been a proven

evidence that, on July 5,1990, The City of Miami Police encroached
upon peaceful demonstrators and began to beat, indiscriminantly,
anyone who was BLACK. They beat screaming women and children, news
reporters,and some customeps at the mall. lhis action caused the
hospitalization of more than thirteen people and the incarceration of
approximately sixty, including innocent bystanders.
We believe this police action to have been an abuse of authority and
force. We are not alone if this belief for other organizations such
as NAACP, HAITIAN REFUGEE CENTER, SCLC, BLACK LAWYERS ASSN. MIAMI
HERALD AND T.V. NEWS REPORTS have viewed these actions as a use of "
EXCESSIVE FORCE. On December 18°1989, we, PEOPLE UNITED FOR JUSTICE,
wrote some members of this commission of the danger of entertaining an
inflammatory attitude of some of the police towards the black � !
'
community. We are here again for this problem in less than a year's !
time. This blatant misuse of POLICE POWERS cannot be ignored or
wished away. Therefore, we request that there be an INDEPENDENT REVIEW
of this incident. We believe that this investigation is an essential
step towards the HEALING of our communities.
