BE IT RESOLVED BY. THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Dade County is hereby requested to place a helipad on Dodge Island Section 2. The City Clerk is hereby directed to transmit a copy of this resolution to the Board of County Commissioners of Metropolitan Dade County, Florida. Section 3. REFERENCES : Meeting of June 7, 1990 City Manage ENCLOSURES: RECONMENDATIONt It is respectfully recommended that the City Commission adopt the attached Resolution approving the recommendation of the competitive selection committee of the three most qualified firms to provide professional planning and design services including environmental assessment studies and preparation of construction documents for the proposed Air Transporstati6h Facility at Watson Island; authorizing the City Manager to commence contract negotiations with the firms in ranked order, until such time a contract which is fair, competitive and reasonable is obtained and directing the'City Manager to present the negotiated contract to the City Commission for.its ratification and approval. On April 12, 1990 by Resolution No. 90-0283, the City of Miami Commission designated as a Category B project, the acquisition of professional planning and design services for the proposed Air Transportation Facility at Watson.Island. In accordance with Florida Statutes 287.055, City of Miami Code Section 18.52.3 and Ordinances No. 10062 as amended by Ordinance No.10538; a Request for Proposals (RFP) was issued and a copy of the advertisement published in the newspapers was sent by direct mail to solicit interest from prospective proposers. On May 8, 1990 thirteen (13) submissions were received by the City, -one (l.) was. received subsequent to the submission deadline of 2:00 p.m. and was eliminated from participating in the selection process-. The Certification - and Selection Committees conducted their respective evaluation of these submissions as stated in the RFP. Three (3) firms in ranked order were recommended as being the most qualified to provide the required planning and design - services for this project,. In order to proceed to.the next step in the consultant selection procedures, it -is recommended that the City Commission approve - the attached Resolution based on the findings and recommendations dude by.the Competitive Selection Committee. WHEREAS, pursuant to City Code Section 18-52.3, the City Commision passed and adopted,Resolution No. 90-0283 on April 12, 1990, which designated as a Category B project the acquisition of planning and design services including environmental assessment studies and preparation of construction documents for the proposed Air Transportation Service Facility at Watson Island; and WHEREAS, Resolution No. 90-0283 also appointed Herbert J. Bailey, Assistant City Manager as Chairman of the Competitive Selection Committee and established a Certification Committee of l not less than four (4) professionals, qualified in the fields of endeavor or practices involved, to review 'the qualifications, performance data and related information provided by those responding to the City's Request for Proposal (RT ; and WHEREAS, the City, through public advertise' nt and direct mailings, solicited expressions of interest fro r prospective - consultants; and WHEREAS, the RFP was issued on April 18, 1990 ; a,' WHEREAS, twelve (12) submissions were received in espouse to the RFP before the deadline of 200 p.m. on May 8, 1990 and one (1) submission received after the deadline waa eliminated from participating in the selection process= and 4 '�
