RESOLUTION NO.
A RESOLUTION, WITH ATTACHMENT, ESTABLISHING A
PROCEDURE OF THE CITY COMMISSION FOR A TRIAL'
PERIOD OF FIVE MONTHS WHEREBY AN INDIVIDUAL

COMMISSIONER WILL BE DESIGNATED AS A
COMMITTEE -OF -ONE TO ASSIST THE COMMISSION IN
THE DISCHARGE OF ITS RESPONSIBILITY OF
_
PROPERLY ALLOCATING THE RESOURCES AVAILABLE
FOR THE GOVERNANCE OF THE CITY OF MIAMI;
ESTABLISHING THE FOLLOWING FOUR COMMITTEES
WITH EACH SUCH COMMITTEE BEING COMPOSED OF
ONE COMMISSIONER: "COMMUNITY SERVICES",
"FISCAL POLICY", "PUBLIC SAFETY" AND "SUPPORT

SERVICES"; APPOINTING FOUR INDIVIDUAL
COMMISSIONERS EACH TO SERVE AS A COMMITTEE -
OF -ONE IN RESPECT TO THE ABOVE NEWLY -CREATED
COMMITTEES; DIRECTING THAT ITEMS WHICH HAVE
ORIGINATED FROM AN ADMINISTRATIVE DEPARTMENT
SHALL HAVE FIRST BEEN REFERRED TO THE

RESPECTIVE COMMITTEE FOR REVIEW AND REPORT BY
THE COMMITTEE WHICH REPORT SHALL THEN BE
INCLUDED AMONG THE MATERIALS DISTRIBUTED TO
THE FULL CITY COMMISSION IN THE AGENDA PACKET
AT LEAST FIVE DAYS BEFORE EACH CITY
COMMISSION MEETING; PROVIDING THAT FAILURE OF
THE COMMITTEE TO CONDUCT SUCH REVIEW OR TO
FORWARD ITS REPORT SHALL NOT PRECLUDE THE
CITY MANAGER'S PLACEMENT OF THE ITEM ON A

COMMISSION AGENDA; FURTHER DIRECTING THE CITY
MANAGER OR HIS DESIGNEE TO WORK WITH EACH
COMMITTEE WHICH SHALL INCLUDE COMMITTEE
— MEETING AGENDA PREPARATION AND FILING WITH
— THE CITY CLERK OF THE TIME AND PLACE OF ALL
MEETINGS BETWEEN THE COMMITTEE AND CITY STAFF
WHICH MEETINGS SHALL BE OPEN TO THE PUBLIC;
—_ PROVIDING THAT THE RESOLUTION SHALL NOT BE IN
FORCE AFTER THE SECOND REGULAR CITY

COMMISSION MEETING IN DECEMBER, 1990.
WHEREAS, the City Manager has indicated a willingness to
communicate his administrative plans and intentions with the City
- Commission in regard to Commission Agenda items by having
individual members of the City Commission briefed on such items
by him or his designee three days before each Commission Meeting;
and
- WHEREAS, it has been clearly demonstrated that there is a
- need for greater knowledge and understanding by members of the
City Commission at the time of its deliberations when considering
items placed on the Commission Meeting Agenda by the City
Manager; and

WHEREAS-f the implementation of the herein system can be
described as a Commission.Awareness Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. To assist the City Commission's discharge of
its responsibility to properly allocate the resources available
to it for the governance of the City, a procedure of the
Commission is hereby established for a trial period of five
months whereby an individual Commissioner will be designated as a
Committee -of -one (the Committee) for each of the following
Committees: "Community Service", "Fiscal Policy", "Public Safety"
and "Support Services".
Section 2. (a) Prior to the City Manager's placement of

any item on a City Commission Meeting Agenda which has originated
from an administrative department, beginning with the
July 26th, 1990 City Commission Meeting Agenda, the item shall be
referred to the Committee having primary responsibility for
reviewing items which have originated from a particular
administrative department as reflected in the attached schedule.
The item shall be submitted to the Committee at the same time
such item is submitted to the Law Department but no later than 27
days before the Meeting at which the item is proposed to be
considered by the Commission. This time period will allow the
Committee time to review and prepare the same for placement on

Committee Meeting Agendas.
(b) The City Manager or his designee shall'
work with each Committee. The City Manager or his designee will

prepare a Committee Meeting Agenda in advance of each Con ittee
Meeting at the direction of the Committee and shall file with the

City Cleric a schedule of the time and }dace for ell CO mnittee
Meetings which shall be open to the public. The City Manager, or
designee, will also prepare summary minutes of the Meeting for
the Committee. s'
(c) The Committee will timely forward such
minutes together with its report as appropriate to the
Commission.`
(d) Following the Committee's review, the=
item shall then be placed on the Commission Meeting Agenda, if
the City Manager so recommends. Failure of the Committee to
conduct such review or to forward its report shall not preclude
the City Manager's placement of the item on the Commission
Agenda.
(e) The Committee's report to the City
Commission is to be prepared one week prior to distribution and
this report, if available, shall accompany the informational
material which is distributed by the City Manager to the
Commission in the
Commission Meeting Agenda Packet at least five
days before each
Commission Meeting.
Items referred to the
Committee shall be
the subject of a final
report by the Committee
within fourteen (14)
days from such referral, or an interim
report to the Commission
on the status of
such item shall be made
by the Committee.
(f) The Committee may cancel any scheduled
Committee Meeting
if deemed appropriate
and such cancellation
shall not preclude
any item scheduled for
Committee consideration-

from being placed on
the Commission Meeting
Agenda.

Section 4. Unless otherwise provided by the City

Commission through ordinance or resolution, adopted subsequent to
this date, the provisions of this Resolution shall not be
operative and shall have no force or effect after the second
regular City Commission Meeting in December, 1990.
Section 5. This Resolution shall become effective
immediately upon its adoption.
