A RESOLUTION, WITH ATTACHMENT, APPROVING IMPLEMENTATION OF A PROPOSED PLAN, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO INLAY PLAQUES ALONG A PORTION OF SOUTHWEST 8TH STREET BETWEEN SOUTHWEST 12 AVENUE TO SOUTHWEST 17 AVENUE TO HONOR INTERNATIONAL ARTISTS, SPORTS FIGURES, AND OUTSTANDING INDIVIDUALS OF THE LATIN COMMUNITY, SUBJECT TO COMPLIANCE WITH ALL CITY, COUNTY AND STATE REGULATIONS; FURTHER REQUIRING THAT ALL "LATIN STARS" NOMINEES BE APPROVED BY THE CITY COMMISSION PRIOR TO THE ISSUANCE OF PERMITS BY THE CITY. Each year millions of peopl a from every corner of 'the world and especially from Latin America. and { Europe,, flock to'Florida's cities and nearby destinations. The annual Orange Bowl Parade and the Calle Ocho Festival ('the. world's largest block party) have gained national and international recognition and, are only two of the many events that have contributed to the. popularity of the various Dade County cities, the latter which developed as a result of ' the large Hispanic community that has established itself in South Florida.- The Cities of Miami Beach,, Hialeah, Miami,, Cora;l Gables,: etc. , have opened their- doors to numerous nati o,nal,: ant ,d international Hispanic artists, many of whom have established their residence in our midst and at the same time, have'.used:t,h'e area's -artistic resources as a platform from which expand_ and make their work better known worldwide. Taking the above -mentioned elements into consideration along with the increasing contributions of the various Hi.spani c coMmui ni ti es to the ~political, social and economic development of South z: Florida in general, and Dade County' specifically, there .is a need to reward the artists that, as ,a result of their dedication and hard work, have been able to reach their goals and in so doing, enriched our lives. The obvious 1 ocati-on for this unique event for honoring HISPANIC ARTISTIC EXCELLENCE, is.in Calle Ocho, City Y' of Miami. R; LATIN STARS, INC. Latin Stars, Inc., was established in August 1988, as a Non- xn. Profit Corporation to fulfill the following goals and.objiectiyea: A. To present "achi ev;ement recognition and Y awards* 'to His panic '.1 arti sts. and outstanding Individuals in any fi'el d, in order to enhance community awareness of Hispanic talent's, Rind y, achievements, and B. The specific responsibility of these committees will - be to review the achievements of• individuals, groups and/or - organizations in various disciplines and select the ones to receive recognition. Action Committees: From time to time various individuals will be nominated to fe Awards Ceremonies, Special Events, Annual Gala/Dinner Dance, Finance and Fund 'Raising Committees. These committees will be responsible for planning, coordinating and supervising the organization's administrative and financial - activities as delegated to them by the Board of Directors of ` Latin Stars, Inc. Additional actin committees will be created as necessary and required to meet .the expanding• needs of Latin - Stars, Inc. Latin Stars Teen Board: A fifteen (16) member Teen Board will'be - responsiole for at en ing every community -type event appr6ved b - the Board_ of Directors, to promote "LATI4 STARS WALK," Its sponsors and all related events and programs. Each year th>in board will select four (4) High School seniors, regardless:',of ethnic origin, for outstanding academic and athletic achievement awards, Ine members of the "Teen Board" will be selected from High School Students, with the advice and consent of the Dade County School Board; and they must meet the foltowi;ng requirements: 1. Be a full-time High School Junior or Senior, 2. Have some artistic background and experience, 3. Have a grade'point average of 3.0 and above, 4. Be able to devote some free time to the. "Teen A Board" activities, S. Have written consent from their parents to participate,,and 99 5. Make themselves available and be present -at events and activities as required by L-atin Stars; Inc. THE LATIM STARS WALK -AWARDS The "Latin Stars Walk" award is a "Five Point Star" made of plitk x marble -surrounded by grey granite; on which the name. 'of -the "awai'"d recipient will be engraved. :'l .YkklC kV1HN"M9AA } 7 CATEGORIES OF _AWARDS Latin Stars Walk Awards will be bestowed on deserving candidates/nominees in the following categories: A. Athletic F. Radio B. Literature G. Sculpture _ C. Movies H. Television D. Music I. Theater - E. Painting- ; >?.F Special Awards In addition to awards in the above nine (9) categories, Special Latin Stars Walk awards will be granted to individuals, groups and organizations in the United States that have contributed -significantly toward the betterment of Hispanic arts, culture and athletics. Only not -for -profit organizations will be eligible — for special awards consideration. Petitions for granting special awards can only be made by (a) the b `Board of Directors of Latin Stars, Inc;, (b) the various Election Committees, (c) tie various Action Committees, and (d) any recorgnized•organization or corporation. The petitions must be in writing stating the reasons why the a individuals, organizations or corporations deserves to be a considered and granted awards; evidence to support the petitions must accompany the requests. Only petitions, not nomination, 4 will be,accepted and these petitions may or may not be approved. The Board of Directors of Latin Stars, • Inc. , will have the sole responsibility for making the final decision regarding the granting of all special awards. SITE OF AWARD CEREMONIES The Latin. Stars Walk of Fame is located in the famous Calle Ocho, between 12th and 17th Avenues, in the City of Miami. THE ELECTION*PROCESS _ Each year the various election committees wil•1 review the •(LSW) ,. dossiers of selectees to be considered for Latin Stars stalk ; ' awards and, each member o•f the various committees will then vote,�- for the candidates of their Choice for LSW awards during the., { following year. The names of the puccessful candidates • will be announced to the press and the general public at the approprlote <F time. t U. 523 LA r Sys" c } r LATIN STARS WALK AWARDS IN 1989/90 The initial "Latin Stars Walk" award ceremony took place in "Calle Ocho" on Thursday, March 2, 19891 when "Gloria Estafan" and the Miami Sound Machine was honored. Other Latin Star Walk honors went to "Olga Guillot," July 19R9; "Ernesto Lecuona.," August 1989; "Celia Cruz," September "Raphael," 1989, October' 1989; "Libertad Lamarque," November 1989; "Blanquita Amaro," December 1989; "Julio Iglesias," January 1990; "Ernesto Alonso," February 1990; "Roberto Carlos," May 199n. The following LSW awards have been scheduled for the period June through December 1990: "Roberto Ledesma," June 1990; "The Kiwanis Club of Little Havana, Ltd.," July 1990; "Lissette,"- " August P.M; Jose Luis Rodriguez - E1 Puma," September 1990; "Rocco Jurado," October 1990; "Charityn," November 1990; "Juan Gabriel," December 1990. CONCLUSION As a not -for profit corporation, Latin Stars, Inc., must rely exclusively on donations, contributions, grants, etc., from sponsors and patrons, in order to cover the cost of operations and to provide the necessary moniles required to achieve its established goals and objectives. , As a result, Latin Stars, .Inc., has established several classes of sponsors and patrons to .which fund-raising appeals will be directed. ENCLOSURES RECOMMENDATION. {a = It is respectfully recommended that the City Commission adopt the attached resolution approving a plan, in substanti ally the ' form attached, for inlaying plaques along SW 8 Street between SW 121' �— Avenue and SW 17 Avenue, to honor international artists, sports figures, and outstanding individuals of the Latin community. {a BACKGROUND The Department of Public Works has reviewed the proposed_ plan from € ` Latin Stars, Inc.,-, and* has deemed i•t acceptable' for the process. of inlaying plaques along the sidewalk of y g p q g portions of SW 8 Street to, honor personalities in the Latin community. Y At its meeting of. July 27, 1989, the City Commission approved the concept of inlaying plaques fin ' the form of stars to honor outstanding 'artists, sports figures and distinguished .personalities. :, The City Commission also instructed the administration to develop a formal plan for the entire project, and to return to the Commission with its recommendation- fo:r. its adoption. 34 It is now in order for the City Commission to adopt the attached',` resol ut-i an which' approves the• p1 an developed by the Administration.
