WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WiM A,S, the Police Department must provide the best possible protection to its citizens by way of the most efficient and effective coverage of the city; and WHEREAS, the Metro Dade Fire Rescue Department has made the use of 2 Air Rescue Hughes 269A Helicopters available to the Miami Police Department; and WHEREAS, the Aviation Unit will enhance the crime suppression efforts of the Miami police Department by providing a faster response for service, greater patrol coverage, higher police visibility and a reduction in liability during certain types i1 police activity; and WHEREAS, the Aviation Unit will enhance night time officer safety by providing illumination for police operations and aerial surveillance of i undercover operations, and will improve coordination of ground fors during special events, disasters and civil unrest; and WHEREAS, at the end of calendar year 1990 the program will be evaluated to determine if funding should be continued; and WHEREAS, the Chief of police has Lmmittended adoption of this resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, TMEREFORE, BE IT RESOLVED BY 7w OmSSIcK OF THE CITY OF MIAMI, FLURIDA: JUL 12 1$90 go_ 52`. ft own pp��yA 7/12/9n- 90- 522 RESO OnON NO. Funding would be, from the Law Enforcement Trust Fund at a cost. of $140/hr., not to exceed 275 hours, for the balance of calendar -; year, 1990, and $5,000 for flight equipment, for a total'�­of $44,875. �' � tI �1CGROUZjD The City of Miami Police Department has worked closely. with the, Metro Dade Air Rescue Division since its inception in the summer of 1985. Partially as a result -of the contribution from the City` of Miami, the Metro Dade Air Rescue Division has received international acclaim in the helicopter industry and is regarded as the premier public service aviation unit. Their accolades are too numerous to mention in this memorandum. As .a result. of this contribution, the Metro Dade Fire Rescue Department has made two Hughes 269A helicopters available to the Miami Police Department* r4 ' Although the helicopters will remain the property of Metropolitan ` Dade County, they will bear the emblem of the City of Miami: These helicopters are intended to provide the City ofMiami with t an aerial platform to enhance crime suppression by supp:ementing Of the field operations division. They are further intended to be utilized as airborne, command sts durin po q ' sgaecial. events, r . disasters and civil unrest: deployment Proper P P yment of ' helicopters will minimize the'. -man. hours required to conduct ground searches, thereby using patrol, officers more efficiently. n The use of . police' helicopters- during high speed vehicle - -chosen x has proven•to reduce the inherent liability created by thiO .type tF of police activity. Once, spotted by the airborne observer, tie suspect vehicle cannot escape. Once the helicopter establishes .. itself as the lead vehicle, ground pursuit -units may ,coAt:j ' safer speeds and respond to the direction of the airboar'ne observer to intercept the offender. The helicopters operating expenses.and crew will be the responsibility of the City of Miami Police Department. It is anticipated that the Aviation Unit will be' airborne 7 to 15 hours a day and available - for twenty-four. hour recall. At the end of the 275 hour period a cost ,:analysis - will be done to determine the possibility of continued funding. It is, therefore, recommended that the funding of operating costs n for.two Metro Dade County Air Rescue Helicopters, in an -amount of $140/'hr., not to 'exceed 275 hours, for the balance of calendar year 1990, and $5,000 for flight equipment, for a total of $44,875, be.approved.
