OVERTOWN/PARK WEST DEVELOPMENT OF REGIONAL
IMPACT; AUTHORIZING THE CITY MANAGER TO
ADVERTISE FOR THE REQUIRED PROFESSIONAL
SERVICES; APPOINTING A CERTIFICATION
COMMITTEE OF NOT LESS THAN FOUR QUALIFIED
PROFESSIONALS FROM THE CITY'S STAFF,, -
AUTHORIZING THE CITY MANAGER TO APPOINT A
FOURTH CERTIFICATION COMMITTEE MEMBER WHOSE
PROFESSIONAL EXPERTISE IS PLANNING SUBSEQUENT
TO RECEIPT OF THE PROPOSALS AND APPOINTING
HERBERT J. BAILEY, ASSISTANT CITY MANAGER, AS
CHAIRMAN OF THE COMPETITIVE SELECTION
COMMITTEE, ALL IN ACCORDANCE WITH FLORIDA
STATUTES SECTION 287.055, AND CITY OF MIAMI
ORDINANCE NO. 9572, ADOPTED FEBRUARY 10,
1983, WHICH ORDINANCE ESTABLISHED PROCEDURES
FOR CONTRACTING FOR SUCH PROFESSIONAL
SERVICES AND ALSO ESTABLISHED NEGOTIATION
REQUIREMENTS WITH REGARD TO THE FURNISHING OF
SUCH SERVICES FUNDS FOR SAID SERVICES
ALLOCATED IN THE SOUTHEAST OVERTOWN/PARK WEST
BOND FUND PROJECT NUMBER 113010.
WHEREAS, the City is desirous of filing an Application for
Development Approval (ADA) for Increment II of the Southeast
Overtown/Park West Development of Regional Impact (DRI) with the
South Florida Regional Planning Council for the continued phased
development of Southeast Overtown/Park West; and
WHEREAS, it is in the best interest of the City to engage a
professional transportation planning firm and environmental
engineering firm with sufficient expertise to facilitate the
preparation of the ADA for Increment II of the DRI under the
general supervision of the Assistant City Manager for the
Department of Development; and
WHEREAS, funds for these services have been allocated from
the Southeast Overtown/Park West Bond Fund Project Number 1130101
and
WHEREAS, the oonsulting team Will prepare a response tO
technical questions relating to transportation and air quality
for the Application for Development Approval for the Southeast
Overtown/park West Development of Regional Impactt and
WHEREAS, the City Manager recommends that the acquisition of
transportation planning and environmental engineering services in
response to technical questions from the Application for
Development Approval be designated a Category "B" Project in
accordance with the provisions of Ordinance No. 9572, adopted
February 10, 1983, which now appears in codified form as City
Code Section 18-52.3; and
WHEREAS, City Code Section 18.52.3 also requires the
establishment of a Certification Committee of not less than three
professionals qualified in the fields of endeavor or practices
involved in the project, to review the qualifications,
performance data and related information provided by those
responding to the City's Request for Professional Services; and
WHEREAS, in order to enhance the expertise of the
Certification Committee it is desirable to appoint an
appropriately qualified professional whose expertise is planning
as the fourth Certification Committee Member, subsequent to the
receipt of the Proposals, to participate in the Certification
Committee's required activities; and
WHEREAS, the City Manager recommends that Herbert J. Bailey,
be appointed as Chairman of the Competitive Selection Committee,
in accordance with the provisions of City of Miami Code Section
18.52.3;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

;r Section 2.The acquisition of transportation planning and
r environmental engineering services in response to t*dhnioal
questions from the application for Development Approval is hereby
designated a Category 'IS" Project, in accordance with the
provisions of the City of Miami Code Section 18.52.3, which
established procedures for contracting for certain professional
services and also established competitive negotiation
requirements with regard to the furnishing of such services.
Section 3. The City Manager is hereby authorized to
advertise for the aforementioned professional services, and to
issue a Request for Proposals for Professional Services document
related to the procurement of such services, in accordance with
the City Code, funds for said services allocated in the Southeast
Overtown/Park West Bond Fund Project Number 113010.
Section 4. A Certification Committee is hereby appointed
consisting of the following City Staff: Dan Brenner, Engineer,
Clark Turner, Transportation Planner and Jack Luft, Planner.
Section 5. The City Manager is hereby authorized subsequent
to receipt of the responses to the City's Request for Proposals
for Professional Services document, to appoint a fourth member to
the Certification Committee, whose professional expertise is
planning with no vested interest and/or financially remunerative
relationship with any of the firms or individuals being
considered during the Certification and Selection process.
Section 6. Herbert J. Bailey, Assistant City Manager, is
hereby appointed as Chairman of the Competitive Selection
Committee, in accordance with the provisions of City of Miami
Code Section 18.52.3.
Section 7. Following its review in accordance with
provisions of the City Code, the competitive selection committee
shall report its findings, together with supporting information,
to the City Manager and shall file a copy of its findings with
the City Clerk.
Section S. This Resolution shall be effective immediately
upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution designating as a Category "B" Project the
acquisition of Transportation Planning and Environmental
Engineering Services in response to transportation related
questions from .the Application for Development Approval for the
Southeast Overtown/Park West Redevelopment Project's Development
of Regional Impact; authorizing the City Manager to advertise for
the required professional transportation planning - and.
environmental engineering services appointing a Certification
Committee of not less than three professionals qualified .in the -
fields of endeavor or practice involved in the project from the
City's staff; authorizing the City Manager to appoint -a fourth
Certification Committee Member whose,,. professional expertise is
planning subsequent to receipt of the proposals;• and appointing
Herbert J. Bailey, Assistant City Manager, as Chairman of. the
Competitive Selection Committee, all in accordance with. City of
Miami Ordinance No, 9572 adopted February 10, 1983, and City of.
Miami Code Section 18.52.3 which established procedures for -
contracting for such professional, services and also .established:.
