RESOLUTION NO.
A RESOLUTION APPROVING THE ALLOCATION OF
$75,000, IN THE FORM OF A GRANT FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS CITY-
WIDE COMMERCIAL FACADE PROGRAM TO THE YMCA OF
GREATER MIAMI FOR THE PURPOSE OF ASSISTING IN
THE RENOVATION OF THE INTERNATIONAL JOSE
MARTI YMCA LOCATED AT 450 SOUTHWEST 16TH
AVENUE IN LITTLE HAVANA WITH THE GRANT
AGREEMENT TO BE ENTERED INTO AT A LATER DATE
SUBJECT TO THE ORGANIZATION RECEIVING FIRM
COMMITMENTS FOR ADDITIONAL FUNDING IN THE
AMOUNT OF $75,000 FROM DADE COUNTY AND THE
BALANCE OF $272,600 FROM OTHER SOURCES AND
SUBJECT TO CITY COMMISSION APPROVAL.
WHEREAS, the International Jose Marti YMCA in Little Havana
is expected to double the number of people it currently serves
from 100 to 200 per day; and
WHEREAS, this Latin Quarter YMCA provides much needed youth
oriental services and programs in the Little Havana Neighborhood
target area; and
WHEREAS, this Latin Quarter YMCA requires major renovation
to the existing facility in order to improve and expand the
quality of services it provides to the community; and
WHEREAS, the proposed renovations are estimated to cost
$422,600 of which the YMCA of Greater Miami expects to receive
commitments from Dade County in the amount of $75,000 and
$272,600 from other sources and therefore needs $75,000 as a
matching requirement from the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDAs
Section 1. The City Manager is hereby authorized to
allocate $75,000 from the Community Development Block Grant Funds
City --wide Commercial Facade Program to the YMCA of Greater Miami
in the form of a grant for the purpose of Asisting in the
renovations to the International Jose Marti YMCA Branch located
at 450 Southwest 16th Avenue in the Latin Quarter neighborhood of
Little Havana.
Section Z. The herein allocation is made with the
condition that no agreement can be entered into until the
organisation has received firm commitments from Dade +County,
which will. provide $75#000, and other funding sources which will
provide the balance of funds in the amount of $272,600,
Notwithstanding this action, the herein allocation will require
s City Commission approval to enter into an agreement with the YMCA
of Greater Miami.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMNENOATIONS:.
It is respectfully recommended that the City Commission approve:,
the attached resolution authorizing the allocations' of $76,000
from Community Development Block Grant Funds to the YMCA of
.Greater Miami to assist in the renovation of the International,p
Jose Marti YMCA.

The "Department of Community Development has analyzed the need to.
allocate $76,000, in the form of a grant from Community -
Development Block Grant Funds Citywide Commercial Facade Program
to the YMCA of Greater Miami for the purpose of assisting in the
renovation of the International -Jose Marti YMCA located at 460
S.W. 16th Avenue in the Latin Quarter of the Little Havana
Neighborhood target area. Improvements to the facility are
urgently required to upgrade the quality of services and help
meet the growing. needs of the community. The scheduled
improvements will cover complete renovations to the gymnasium,
additional bathrooms, upgrading the electrical systems, new
plumbing, new air'conditioning and exterior paint and finish.
The YMCA is a non-profit organization. providing. essential youth
services. 'The Jose Marti YMCA provides after school day care" -for

young children with a swimming instruction program, school;`

particular center serves 110 .people a day and is expected to
increase its capacity.to over .200 people covering all programs.

DESCRIPTION OF PROPOSE'
STATEMENT OF PROBLEMS AND OBJECT
The )pro I P . osed project is located
the heart of Little Havana.
The IntOrnational Jose Marti YMCA has, & rich tradition
of'me'eting the needs of this community. Now that the
nationalities in the area have broadened, the need is
even greater.
The V serves, youngsters -every day with After School and
bay Carer Swim Xnatructiont School Holiday a Day Camps,
Karate and Youth Sports Programs. Parents can be
assured their children will receive excellent care from
our trained, caring staff. The YMCA estimates'' that -it's
per day census will rise from approximately 110 people
per day to over 200 in all programs.'
Our building, howeverr, is in need'of major renovations
from the passing of time and usage of thousands of
each year. if our building were modernized and
geople
brought to code with electrical and plumbing upgrading,

air conditioning, as well as renovated program spacer
many more young peoples and for the first time, adults
would be served.
The renovation will contribute to the city's goal'of
beautifying existing structures, and is located in the
heart of the Latin Quarter Districtl which is the target
area for beautification.
This project will.ensure the expansion and -improvement
of a facility steeped in traditions, and will -allow th*
YMCA to continue to provide much needed value -oriented
programming for all.
It has always,been the mission of the YMCA to help each
oun ster reach his full potential, and to become pro-
uct7ve members of our community.
At present, we serve the elementary school -ago childe
but have not addressed the middle school child, . This
potentially ignored group need supervised activities'

directing their activities into meaningful channelso

9.1 - Project Description
The International/Jose Marti YMCA is an 11,500 square foot
structure in the Art Deco style. It was.constructed in the
192 0's and served as a Jewish community center prior to'ite
purchase as YMCA in the 1960's. The Y has deteriorated over
time to a point where its major systems are all below code as
are its gymnasium floor, windows, and program areas.
The renovation as outlined in the program description would
enable all areas to comply with City, County and HRS
requirements but also elevate the number of people served on
a daily basis to 200.
The exterior facade of the facility would be renovated as
well in keeping with the goal of beautifying the Little
Havana area.
The renovated facility would also be rentable for community
functions.
