AN EMERGENCY ORDINANCE ESTABLISHING FOUR (4) NEW SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE I/OLDER WORKER (FY'91)", "JTPA TITLE IIA/NEIGHBORHOODS JOBS PROGRAM (FY'91)", "JTPA TITLE III/DISLOCATED WORKERS (FY'91)" AND "OFFICE OF INTERGOVERNMENTAL LIAISON (FY'91)"; APPROPRIATING FUNDS FOR OPERATION OF EACH COMPONENT IN THE RESPECTIVE AMOUNTS OF $108,750, $523,200, $142,800 AND $55,000 FROM U.S. DEPARTMENT OF LABOR GRANT AWARDS; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARDS AND ENTER INTO THE NECESSARY AGREEMENTS WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted Public Law 97-3U0, the Job Training Partnership Act (JTPA) on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals facing serious barriers to employment, who are in special need of such training to obtain productive employment; and WHEREAS, the City operated the Neighborhoods Jobs Program in FY'90 to meet the mandate of the aforementioned Public Law: and WHEREAS, the South Florida Employment and Training Consortium has allocated the City $108,750 to place older workers under Title I of the JTPA Older Workers Program; and WHEREAS, the South Florida Employment and Training Consortium has allocated the City $523,200 under Title IIA to place persons from the general population, ex -offenders, recipients of aid for dependent children, and handicapped persons; and WHEREAS, the South Florida Employment and Training Consortium has allocated the City $142,800 under Title III to place dislocated workers; and ANUMV aY ..L WHEREAS, the City of Miami is a member of the South Florida Employment and Training Consortium along with the jurisdictions of Hialeah, Miami Beach, Dade County and Monroe County; and WHEREAS, the South Florida Employment and Training Consortium has allocated the City $55,000 to continue liaison services with the Consortium; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: JTPA TITLE I/OLDER WORKER (FY191) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $108,750 APPROPRIATION: JTPA TITLE I/OLDER WORKER $108,750 (FY'91) FUND TITLE: JTPA TITLE IIA/NEIGHBORHOODS JOBS PROGRAM (FY191) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $523,200 APPROPRIATION: JTPA TITLE IIA/NEIGHBORHOODS JOBS PROGRAM (FY'91) $523,200 FUND TITLE: JTPA TITLE III/DISLOCATED WORKERS (FY'91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $142,800 APPROPRIATION: JTPA TITLE III/DISLOCATED WORKERS (FY'91) $142,800 FUND TITLE: OFFICE OF INTERGOVERNMENTAL LIAISON (FY'91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 55,000 APPROPRIATION: OFFICE OF INTERGOVERNMENTAL LIAISON (FY'91) $ 55,000 -2- 107to Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized to accept the grants and to enter into the necessary agreements with the South Florida Employment and Training Consortium. Section S. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 7. If any section, part of section, paragraph clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 8. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 9. The requirement of reading this ordinance on two separate days is hereby dispensed with a vote of not less than four -fifths of the members of the Commission. Section 10. Odio City Manager RECOMMENDATION DATE : I; 1 _ J 1990 FILE SUBJECT : Emergency Ordinance Appropriating FY'90 - 91 JTPA Funds REFERENCEECity Commission Agenda July 12, 1990 ENCLOSUREtIne ( 1 ) Ordinance It is respectfully 'recommended that the City Commission adopt the attached emergency ordinance which establishes four (4) new special revenue funds entitled: "JTPA Title I/Older Worker (FY'91)", "JTPA Title IIA Neighborhoods -Jobs Program (FY'91)", "JTPA Title III/Dislocated Workers (FY'91)", and "Office of Intergovernmental Liaison (FY'91)", in the respective amounts of $108,750, $523,200, $142,800 and $55;000 from the U.S. Department of Labor through the. South Florida Employment and Training Consortium (SFETC). The ordinance further authorizes the City Manager to accept the aforementioned grant awards and enter into the necessary contracts and/or agreements with the SFETC. BACKGROUND The Department •of Community Development has been advised that the City of Miami has been awarded a total of $829,750 from the U.S. Department of Labor provided through the SFETC for the operation of the Neighborhoods Jobs Program and for liaison services. The Neighborhoods Jobs Program provides an employment, training, placement and job development program designed to provide economically .disadvantaged indi•►iduals with meaningful employment opportunities. The total allocation of'$829,750 is comprised of four (4) separate components. Under Title I' of the Job Training Partnership Act (JTPA), the City'has been awarded $108,750 to operate the component focussing on the placement of older persons, age 55 and older.. The -Title IIA allocation of $523,200 provides services to the general population, -ex -offenders, recipients of Aid to. Families with Dependent Children, and handicapped persons. The Title III allocation of $142,800 will -assist dislocated workers. In addition, the City of Miami is a member of the SFETC along with the jurisdictions of Metropolitan Dade County, Monroe County, Hialeah and Miami Beach. The SFETC has awarded the City $55,000 to continue liaison services with the Consortium. 11 10760 Honorable Mayor and - 2 - Members'of the City Commission The proposed emergency ordinance establishes the four (4) aforementioned Special Revenue Funds to appropriate the $829,750 allocation from the U.S. Department of Labor. It further authorizes the City Manager to accept the aforementioned grant awards and enter into the necessary contracts and/or agreements with the SFETC. The legislation is presented as an emergency ordinance to continue job placement services to City residents without interruption at the beginning of the new contract term.
