WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorises the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Film Video Processor is a state of the art, innovative and versatile piece of equipment which has the capability of converting negative film into a positive television image: and WHEREAS, the Film Video Processor can be used as an electronic macro camera for _viewing mall items of evidence which can be recorded by photography or video tape under normal lighting conditions or with the police department laser system; and WHEREAS, the Forensic Optical Comparators provide clear, crisp and magnified images of comparisons made from prints retrieved at crime scene investigations and standard ten -print fingerprint cards; and W,.the Prefab Processing Structure would be utilized to provide a controlled environment for the processing of vehicles; and WBERBAS, the Facsimile Transmitter transmits fingerprints and photographs with an exceptionally high degree of resolution allowing for the idint.ification of suspects in an extremely reduced amount of time; and WHEREAS, the Chief of Police has reomm:ended adoption of this resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for this equipment am available in the City of Miami Law Enforcement Trust Fund; NOW,, THEREFORE, BE IT RESOLVED BY THE 00OWSSION OF THE CITY OF MIJW r FL MIDA: �� �.
