RESOLUTION NO. 9 d- 592
A RESOLUTION AUTHORIZING THE ESTABLISHMgNT OP
A CAREER CRIMINAL PROGRAM AND ALLOCATING
PONDS THEREFOR, IN AN AMOUNT NOT TO EXCEED
S3 00% PROM THE CITY OF MIAMI LAW
ENFORCEMENT TRUST FUND, SUCH COSTS HAVING
BEEN APPROVED 8V THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for protracted
and/or complex investigations; and
WHEREAS, it is in the best interest of the community and the
City of Miami for the Miami Police Department to identify,
target, and initiate investigations against serious, multiple
offenders in order to be able to obtain convictions and the
highest penalties/sentences possible by assisting in the
prosecution of said offenders; and
WHEREAS, in order to better serve the citizens of Miami, the
Miami Police Department has implemented a Career Criminal Program
in conjunction with the Dade County State Attorney's Office and
the Metro -Dade Police Department; and
WHEREAS, funds to cover the necessary costs and expenditures
required for the Career Criminal Program have not been included
in the Police Department's normal operating budget; and
WHEREAS, any equipment/services purchases will still be
required to go through the established procurement procedures:
and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trost Fund;

Section I. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The establishment of a Career Criminal Program
is hereby authorized, with funds therefor in an amount not to
exceed $35,000, being hereby allocated from the City of Miami Law '-
Enforcement Trust „Pund, Project No. 690001, index Code 029002=
247, such costs having been approved by the Chief of Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully requested that the City Commission allocate

Funding will be the Law Enforcement Trust Fund.

The,City_of Miami -Police Department, in conjunction with the: Dade

Co untp State Attorniy's Office- and the Metro -Dade Police
Department, implemented a Career Criminal. Program aimed at
identifying and targeting offenders that meet the' following

career criminal criteria: (1) Thr" previous convictions.for any

forcible felony or felony drug offense; or both; (2) Any juvenile

convictions as adults for any f�raible, felony`or, _felony druq
offense after attaining the .age of sixteen; and (3)• At-laeast one

state prison incarceration for any felony.
Specifically, the Career Criminal Program identifies and. targets
offenders who melt the career criminal. criteria; locates the

identified criminals and places them under physical surveillance;
