A RE SOLUTION, WITH ATTACHMENT, ACCEPTING THE P20POSAL PROM PWRIDA INTERNATIONAL SYSTEMS, INC., FOR TER FMISHING OF A MORTGAGE SERVICING SYSTEM TO THE DEPARTMENT OF DEVELOPMENT AND SOUSING CONSERVATION AT A TOTAL AMOUNT NOT TO EXCEED $23,634.00 USING FUNDS THEREFOR ALLOCATED FROM THE 1989-90 DEPARTMENT OF DEVELOPMENT AND HOUSING CONSERVATION, COMMUNITY DEVELOPMENT GRANT ACCOUNT NO. 465015-840-799201 ($22,000.00) AND ACCOUNT NO. 488016-840-799203 ($1,634.00); AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to publio notioe, Request for Proposals were reoeived April 11, 1990 for the furnishing of a mortgage servioing system for the Department of Development and Housing Conservation; and WHEREAS, proposals were mailed to twenty-one (21) potential proposers and seven (7) proposals were reoeived; and WHEREAS, funds for this purohase are available from the 1989-90 Department of Development and Housing Conservation, Community Development Grant A000unt No. 488015-840-799201 ($22,000.00) and A000unt No. 468016-840-799203 ($1,634.00); and WHEREAS, the City Manager and the Direotor of the Department of Development and Housing Conservation reoommend that the proposal reoeived from Florida International Systems. Ino. be aooepted as the lowest responsible and responsive proposal; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Seotion 1. Development., � and Housing Conservation using a combination of manual<.and semi ` automated methods. These methods area time 1 consuming 'and errjo prone.. The timely generation of delinquency and other managsment.d u reports, are impeded by the; current system. The current delinquency rate is estimated at nearly 20% of total loans. The` Finance `,_Section is responsible for all. disbursement-, and. _ collection related functions for all -loans closed by,the,Housil*t. Conservation .Division.. The current loan portfolio million for 680 loans. Each year, an, additional 100 loans= closed. All of the software submitted in response to the bid proposal were designed for more standardized mortgage servicing performed by institutions such as banks,,. savingsand loans, and credit unions. his a result,..these specialized functions, while technically supported by the other software ,packages, would require some experimentation to establish the best routines. The proposed areas requiring customizationhave been discussed with the vendor -who ,indicated that`'all changes could be accommodated within the allotted custom programming time. It is also' advantageous that. a local company could easily and inexpensively service the system since' there will be no long distance telephone charges or travelling expenses when on -site -visits are required. The- purchase of IBM compatible microcomputers' is' recommendod to use this software. All of the software bids which met the functional specifications recommended the . purchase of,. IBM.-,, compatible microcomputers. only one bid was received which, will run. on,the, Unisys microcomputers currently within the Department of Development and Housing Conservation. However the vendor was classified as non -responsive by Procurement Management because they did not complete the City's forms, in addition their software bid was for $72,000 to develop software to the City's specifications. This is nearly three times the total customized software and hardware cost proposed by PIS.
