EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "THE INTERCULTURAL SENSITIVITY TRAINING FUND," APPROPRIATING FUNDS FOR ITS OPERATION IN THE AMOUNT OF $20,000; AUTHORIZING THE CITY MANAGER TO ACCEPT $20,000 FROM THE METRO-DADE DEPARTMENT OF JUSTICE ASSISTANCE; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS, there is a need train the City of Miami Police `ficers to be sensitive to the diverse demands of the community; id WHEREAS, the Metro -Dade Department of Justice Assistance has rovided $20,000 for a survey analyzing the current training, :)licies, procedures and practices of the City of Miami Police apartment as they apply to minority group representation; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY F MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is hereby stablished and resources are hereby appropriated as described -arein: Fund Title: The Intercultural Sensitivity Training Fund Resources: The Metro -Dade Department of Justice Assistance $20,000 Appropriations: Sensitivity Training Study S20.000 Section 2. The City Manager is hereby authorized to accept he contributions as set forth in the preamble to this ordinance or the administration of a study by the National Organization of lack Law Enforcement Executives analyzing the current training, olicies, procedures and practices of the Miami Police Department s applied to minority groups. Section 3. All ordinances or parts of ordinances in onflict herewith, insofar as they are in conflict, are hereby epealed. In7AR Section 4. if any section, part of a section, paragraph, lause, phrase or word of this ordinance is declared invalid, the -emaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the ?reservation of peace, health, safety and property of the City of Kiami and upon the necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifties of the members of the Commission. Odio City Manager ENCLOSURES It is respectfully recommended that the City Commission adopt the attached ordinance and companion resolution authorizing the establishment of a Special Revenue Fund entitled "The Intercultural Sensitivity Training Fund" and accepting $20,000 from the Metro -Dade Department of Justice Assistance. The City of Miami Police Department recognizes a need to provide sensitivity gaining to its newly hired police officers. Because of the shifto in minority group representation within the City of Miami it is' imperative that the officers are sensitive to the needs of all the people. The Special Revenue Fund being established and the funds being accepted will be utilized to conduct a survey to determine the nature and extent of existent problems between the police and the community. The survey will be administered by the National Organization of Black Law Enforcement Executives and will analyze the current training, policies, procedures and practices and make recommendations for the improvement of these areas. It is, therefore, recommended that the City Manager be authorized to establish a Special Revenue Fund entitled "The Intercultural Sensitivity Training Fund", and accept the $20,000 from the Metro -Dade Department of Justice Assistance. 10768 Aqj r_.T'�f� Published Daily except Saturday, Sunday and Legal Holidays Miami, Dade County, Florida.
