AN ORDINANCE CONCERNING FEES FOR CITY SERVICES BY AMENDING SECTION 2-83.1 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, TO INCREASE USER FEES FOR THE USE OF EMERGENCY MEDICAL TRANSPORTATION SERVICES, SAID INCREASES BEING NECESSARY TO COVER INCREASES IN OPERATIONAL COST; ALSO PROVIDING THAT SAID FEES MAY BE INCREASED WHEN NECESSARY TO COVER THE COST OF SUCH SERVICES; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Manager recommends that in order to provide much needed services for the operation of the City of Miami that fees be increased and redefined to cover the increase in operational costs; and WHEREAS, no individual shall be deprived of emergency medical services due to the inability to pay for said services; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Sections 2-83.1 of the Code of the City of Miami, Florida, as amended, is hereby amended in the following particulars:l/ "Sec. 2.83.1. Emergency medical transportation service fee. 4A,j There is hereby established a schedule of fees for use of the emergency medical transportation services of the fire, rescue and inspection services department. Said fees shall be charged to each person receiving basic and advance life support transportation service and shall be collected according to a procedure recommended by the city manager and approved by the city commission. Said schedule of fees being as follows: Words and or figures stricken through shall be deleted. Underscored and/or figures shall be added) The remaining provisions are now in effect and remain unchanged. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 3. If any section, or part of this section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. (b) All new buildings and all existing buildings being altered to increase the area or height (with the exception of residential buildings which contain one (1) or two (2) ui,nts which have available fire hydrants shall be in compliance with chapter 2 article Xrv-(A)►"Water Supply for Fire Suppression", of the Metropolitan Dade County Code. BACKGROUND: The Department of Budget has completed cost analysis and comparative studies with regard to other cities and their charges for these services. The City is providing the same level of services as any other municipality at a rate that has steadily increased, however, have not passed on those increasing costs to the users of these services.
