`Asyou may know, recent legislative, changes have
iresulted'in the termination or reforming of a number -
of. BUD, program$. Among these changes, - the Secretary.'s
Discretionary Fund Us been terminated by legislation
proposed by President Bush and enacted by the Congress
as the :BUD Reform Act. The -President -signed the bill
-into law onr Decewber; lS r 1989 as part of a package of
Department -wide reforms to ensure ethical, financial
and managerial integrity in BUD•s-programs.
Additionally, HUD Technical Assistance funds now
a
are made available only through national competitions
announced in the Federal Register:or Commerce Business
Daily. All future technical assistance contracts,
cooperative agreements, and grants will be awarded
throughcompetitive solicitations of proposals from
organizations which have indicated an interest in, and
demonstrated the capability for, performing the required
work. Any organizakion---profit, nonprofit, governmental,
or academic --that wishes to participate in this competitiveY
process should complete form SF-129, Solicitation Mailing
List Application, included as an attachment.. -and mail the

completed form to the address noted in the application.

for assistance as part of the City of Miami's Community
Development Block'Grant (CDBG) Program. Locally elected
officials are responsible for decisions concerning the
city's ` CDBG proo ranio including determining which eligible
activities will be funded annually. Consequently, you
may wish to contact the city office responsible for
administering the CDBG_program to discuss your project
and its'06tential for future'CDBG funding. The person
