A RESOLUTION AUTHORIZING THE APPOINTMENT OF
THE LAW FIRM OF MATENER, ZISXIND, KOSNITSKY
AND JAFFEE AND THE LAW FIRM OF BARNES, DARBY
AND MCGHEE CO -BOND COUNSEL, TO RENDER A
FORMAL WRITTEN BOND COUNSEL OPINION AS TO THE
USES, ACTIVITIES AND FACILITIES WHICH MAY BE
DEVELOPED AS A UNIFIED DEVELOPMENT PROJECT ON
THE CITY'S FEC TRACT, THE ACQUISITION OF
WHICH WAS FUNDED BY PROCEEDS OF THE 1972
PARRS FOR PEOPLE BOND ISSUE, AND TO RENDER A
FORMAL WRITTEN BOND COUNSEL OPINION ON THE
ISSUE OF WHETHER A BASEBALL STADIUM MAY BE
CONSTRUCTED ON BICENTENNIAL PARR, THE
DEVELOPMENT OF WHICH WAS FUNDED, AT LEAST IN
PART, BY THE 1972 PARKS FOR PEOPLE BOND
ISSUE, WITH THE COST OF SAID LEGAL SERVICES
NOT TO EXCEED $7,500.00 BEING ALLOCATED FROM
FY 190-91 BUDGETED FUNDS, SPECIAL PROGRAMS
AND ACCOUNTS.
WHEREAS, the FEC Tract of land was purchased with proceeds
of the 1972 Parks for People Bond Issue and must be developed in
accordance with the terms thereof; and
WHEREAS, on May 28, 1987, the City of Miami Commission
adopted Resolution No. 87-515 adopting, in principle, the
Downtown Waterfront Master Plan, and on September 14, 1989
adopted Resolution No. 89-805 declaring that the most
advantageous method to develop, in accordance with the Downtown
Waterfront Master Plan, certain improvements on the FEC Tract is
by the "Unified Development Process" as set forth in City Charter
Section 29-A(c) and City Code Section 18-52.9 and further
authorized the preparation by the City Administration of a
Unified Development Request for Proposals; and
WHEREAS, the City Administration has prepared a preliminary
draft of a Request For Proposal which specifies certain uses,
activities and facilities which would be essential components of
any proposal for development of the FEC Tract; and
WHEREAS, the City is studying the development of a baseball
_stadium in Bicentennial Park; and
WHEREAS, proceeds of the 1972 Parka for People bond foliue
wore used in the development of Bicentennial Park;

Section 1. The appointment of the Law Firms, of Matznoro
Ziskindr Koonitzky and Jaffee and gatndsj, Darby and'McGhee, Co -
Bond Coundalt to render a formal written bond Counsel opinion an
to the uses, activities and facilities which may be developed as
a unified development project on the City's FEC Tract of land,
the acquisition of which was funded with proceeds from the 1972
Parka for People Bond Issue, and to render a formal written bond
counsel opinion on the issue of whether a baseball stadium may be
constructed on Bicentennial Park, the development of which was
funded, at least in part,, by the 1972 Parka for People Bond
Issue, is hereby authorized, with fees for said services not to
exceed $7,500.00 being hereby allocated from FY' 90-91 Budgeted
Funds, Special Programs and Accounts.
Section 2. This Resolution shall become
effective
immediately upon its adoption.
