OCTOBER 7# 1990; PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY
THE DEPARTMENTS OF POLICE AND FIRE, RESCUE
AND INSPECTION SERVICES; AUTHORIZING TWO (2)
THRSE-DAY PERMITS TO SELL BEER AND WINE IN
CONNECTION WITH SAID EVENT SUBJECT TO THE
ISSUANCE OF ALL PERMITS REQUIRED BY LAW;
WAIVING THE STREET OBSTRUCTION FEES IN
CONNECTION WITH SAID EVENT; CONDITIONED UPON
THE REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES.
WHEREAS, the Friends of Germany, Inc. will conduct the Fifth
Annual Oktoberfest during the period September 28 through
October 71 1990; and

WHEREAS, certain streets must be closed to through vehicular
traffic during specified dates and hours to insure the safety of <_
the participants and pedestrians attending the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage during the
Fifth Annual Oktoberfest to be conducted by Friends of Germany,
Inc., the following streets are hereby closed to through
vehicular traffic from 10:00 A.M. September 28, 1990 through
5:00 P.M. October 7, 1990:
Northeast Fourth Avenue from Northeast Eighteenth Street to
Northeast Nineteenth Street.
included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and. wine pursuant to City
Code 54-12.1, the request of the Friends of Germany, Inc. to sell.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing street closures and two (2) threes
day permits to sell beer and wine in connection with the Fourth
Annual Oktoberfest to be conducted by the Friends of Germany
September 28 through October 7, 1990. This authorization is
subject to and conditioned upon the issuance of all permits
required by law and upon the organizers paying for the cost of City' f
services. .
BACKGROUND:

The Department of Community Development has prepared the,
appropriate legislation in connection with the 1990 Oktoberfest, an
annual event held at Northeast Fourth Avenue, between 18th- and '19th',
Streets. Friends of Germany have requested authorization EQr`
street closures and two (2) three-day permits for the stale of beer
and wine in connection with the aforementioned Festival. 'The'.}
organizers have met with the Special Events Committee and the;
Police Department has approved the street closure pending City
Commission authorization.
