A RESOLUTION RELATED TO PAELLA '90 TO BE
CONDUCTED BY MIAMI DADE COMMUNITY COLLEGE ON
OCTOBER 13f 1990; PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC; ESTABLISHING A PEDESTRIAN MALL
SUBJECT TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES; AUTHORIZING A ONE -DAY
PERMIT TO SELL BEER AND WINE IN CONNECTION
WITH SAID EVENT SUBJECT TO -THE ISSUANCE OF ALL
PERMITS REQUIRED BY LAW; FURTHER ESTABLISHING
AN AREA PROHIBITED TO RETAIL PEDDLERS DURING
THE PERIOD OF THE EVENT; CONDITIONED UPON
ORGANIZERS PAYING FOR THE NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT AND
OBTAINING OF INSURANCE COVERAGE TO PROTECT THE
CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY
MANAGER.
WHEREAS, Miami Dade Community College will conduct
Paella 190 at the Downtown Campus and vicinity on October 13,
1990; and
WHEREAS, certain streets must be closed to through vehicular
traffic establishing a pedestrian mall to insure the safety of
the participants and pedestrians attending this event; and
WHEREAS, the organizers of the event have requested the
restriction of retail peddlers in the area and permission to sell
beer and wine for a one -day period during the specified hours of
the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during Paella '90, to be
conducted by Miami Dade Community College, the following streets
are hereby closed to through vehicular traffic from 10:00 A.M.
Friday, October 12, 1990 to 12:00 Noon, Sunday, October 14, 19901
as specified below:
Northeast Second Avenue from Northeast Fifth Street to
Northeast Third Street.

Included in the herein closure are all streets, avenues,

alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescueand Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of
the Chief of Police after giving all due consideration to safety
and traffic' needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Upon the issuance of a temporary permit by the

Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
- Code 54-12.1, the request of the organizers's to sell beer and
wine for a one -day period on Saturday, October 13, 1990, in
connection with Paella 190 is hereby granted subject to the
= issuance of all permits required by law.
Section 4. Pursuant to the provisions of City Code

Section 39-13, all retail peddlers' occupational licenses issued
- under the provisions of Chapter 31 of the City Code, as amended,
will not be valid on October 13, 1990, during the hours of 6:00
- A.M. to Midnight on the above designated streets and on all

- intersecting streets for two blocks in all directions.
Section 5. The herein approvals and actions are hereby
conditioned upon the organizers paying for all costs of City

services associated with said event and obtaining insurance

coverage to protect the City in the amount as prescribed by the
City Manager.

It is respectfully recommended that the City Commission adopt ''the
attached resolution authorizing street closures, ,the restriction of
retail peddlers in the area of the event, and a two-day permit to
sell beer and wine in connection with Paella 190 to be -conducted:
Miami Dade Community College at the Downtown Campus and vicinity on -
Saturday, October 13, 1990.`

The Department of Community Development has prepared ..the
appropriate legislation authorizing street closures, the _
restriction of retail peddlers in the area of the event, and .a f, x
permit to sell beer and wine in connection with Paella ```90 to`' be .°
held at the Miami Dade Community College Downtown Campus: and
vicinity. Paella 190 is a Spanish culinary feast in celebxation'af
Hispanic' Heritage month, which has been hosted by Miami Dade yfb
Community College for the last seven years.
