FOR THE DEPARTMENT OF SOLID WASTE AT A TOTAL, ,COIN NOT TO,- EXCEED $1380750.00 ALLOCATING FUNDS THEREFOR FROM THE PY-90 SOLID +HASTE REDUCTION, RECYCLING EDUCATION SPECIAL GRANT FUNDS, PROJECT NO. 197002, - ACCOUNT CODE ,NO-* �320305-840; AUTHORIZING -THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER;: FOR THIS EQUIPMENT, SUBJECT TO THE AVAILABILITY OF FUNDS: ; WHEREAS, the Department of Solid Waste wishes to purchase a wood waste "Tub" grinder needed for yard waste composting under existing Citrus County Bid No. 90-78 from the Fuel Harvesters - Equipment, Inc. at a total cost not to exceed $138,750.00; and - WHEREAS, this "Tub" grinder will be used by the Department of Solid Waste for the high volume recycling of yard waste which can be composted and converted into useful end products such as mulch, ground cover for parks and a fine soil conditioner that can be used by agricultural concerns; and WHEREAS, the State of Florida has enacted the 1988 Solid Waste Management Act requiring counties and municipalities statewide to develop and implement waste recycling programs in ;. order to accomplish the statewide recycling mandate and t legislative goal of a thirty percent waste reduction by July 1, 1994, in accordance with Section 403.706(4), Florida Statutes; and WHEREAS, the City Commission recognizes the need to comply with the State recycling mandate and considers the conservation of energy and the environment to be of utmost importance in this day and age; and WHEREAS, the State of Florida Solid Waste management Act encourages local governments "to recycle yard waste into compost w, }� sv �tYf"q�k' VIM fr x F,p py Am? or of "fwl ohd*,pteduftit available for agricultural and AW ,. acceptable uses" in accordance with Sattion 403.706C2i(C)► s Y Plorida Statutest and ;iOYREAS, it has been established b authori°it3.ve S►ces tha '}ice, recycling of yard waste contributes to the effort to r hejpY+ n#ironment and creates significant disposal cost s'avinga'' far the City; and � WHEREAS, it is imperative that the City proceed with this � i phrbhbAe iti-`order to ensure the timely expenditure of awarded grant funds by the State expenditure deadline of 5 September 30.1990; and WHEREAS, funds for this purchase are available from the FY-90 Solid Waste Reduction, Recycling & Education Grant Fund, Project No. 197002': Account Code No. 320305-840; and WHEREAS, the City Manager and the Director of the Department of Solid Waste recommend that the purchase of said equipment from tho-Fuel Harvester Equipment, Inc. be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto -and incorporated herein as if fully set forth in this Section. Section 2. The purchase of a wood waste "Tub" grinder for. yard waste composting from an existing Citrus County Bid No. 90-78 from the Fuel Harvesters Equipment Inc., at a total cost not to exceed $138,750.00 is hereby authorized with funds a; therefor hereby allocated from the FY-90 Solid Waste Reduction, Recycling & Education Grant Fund Project No. 197002, Account Code No. 320305-840. ENCLOSURES: Recommend at ion It Isrespectfullyrecommended that the City Commission adopt the attached resolution for the purchase of one (1) Wood Waste "Tub" Grinder for yard waste composting from an existing Citrus County, Florida Bid No. 90-78, to Fuel Harvesters Equipment Inc., a non - minority vendor, at a total 'cost of $138,750 which funds are available from the FY-90 Solid Waste Reduction: Recycling and Education Special Revenue Grant Fund.
