AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10642, AS AMENDED, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE BY ESTABLISHING A NEW CAPITAL IMPROVEMENT PROJECT ENTITLED "PERMITS, VIOLATIONS, AND CODE ENFORCEMENT COMPUTER SYSTEM", PROJECT NUMBER 311024, IN THE TOTAL AMOUNT OF $84,670.00 ; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted. Ordinance No. 10642 on September 28, 1989, establishing appropriations for implementation of Capital Improvements in the City of Miami; and WHEREAS, the Planning, Building and Zoning Department continues to receive increased demands for services and said services require additional microcomputer and peripheral equipment necessary to meet these demands; and WHEREAS, the recent consolidation of the Planning Department and the Building and Zoning Department necessitates the sharing of common databases for the efficient and streamlined processing of development applications and permits; and WHEREAS, existing departmental computer clusters have expanded to their limits and do not afford the capability of sharing large databases with one another; and WHEREAS, funds in the total amount of $84,670.001/ are available in the Fiscal Year 1989-1990 Building and Zoning Department budget Enterprise Fund, Project No. 421001, from the following accounts: $10,440.00 from Index Code #560202-840, $30,000.00 from #560202-250, $3,670.00 from Index Code #560202-880, $10,000.00 from Index Code #560202-270, $5,000.00 from Index Code #560202-610, $21,175.00 from Index Code #560202-287 and $4,385.00 from Index Code #560202-722; 1/ This figure will be rounded to $84,700. 1 4. 7 1/ 6 1W W NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10642, the Capital Improvement Appropriations Ordinance adopted September 28, 1989, is hereby amended in the following particulars:/ "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1989-1990. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. The source of revenues to support the herein and project with the project appropriations with revenues therefor being set forth for seven program (I-VII) areas based upon use or functional category within said areas, as follows: Total Appropriations ($ x 000) I. All Ordinances, or parts of Ordinances, insofar as they are inconsistent or in conflict with the provisions of this Ordinance, are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City 2/ Words and/or figures stricken through shall be deleted. Section 5. The requirement of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. Section 6. Wr DATE : AUG 2 31990 FILE SUBJECT : Proposed Ordinance Amending CIP - Permits, Violations and Code Enforcement System REFERENCES: ENCLOSURES: 3 It is respectfully recommended that the City Commission adopt the attached Ordinance amending the Capital Improvements Program by establishing a new project entitled "Permits, Violations, and Code Enforcement Computer System". The Planning and Building and Zoning Department continue to receive increased demands for services and those services require additional microcomputer and peripheral equipment necessary to meet these demands. In addition, the close relationship between the planning, building, zoning and code enforcement functions necessitates the sharing of common databases for the efficient and streamlined processing of development applications and permits. Existing departmental computer functions have expanded to their limits and do not afford the capability of sharing large databases with one another. The attached ordinance would establish a new capital improvement project entitled "Permits, Violations, and Code Enforcement Computer System" to resolve these problems and provide for a more efficiently functioning department.
