ORDINANCE NO.
AN EMERGENCY ORDINANCE AMENDING SECTION 2 OF
ORDINANCE NO. 10732 ADOPTED MAY 24, 1990, BY
INCREASING APPROPRIATIONS TO THE SPECIAL
REVENUE FUND ENTITLED "SUMMER FOOD SERVICE
PROGRAM FOR CHILDREN 1990" IN THE AMOUNT OF
$49,306 COMPOSED OF GRANT REIMBURSEMENTS
FROM THE UNITED STATES DEPARTMENT OF
AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF
EDUCATION; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10732 on
May 24, 1990, establishing a special revenue fund entitled
"Summer Food Service Program for Children 1990" in the amount of
$248,678; and
WHEREAS, the City of Miami Department of Parks and
Recreation provided a nutritional lunch program in conjunction
with its summer recreational program for children 18 years of age
and under, which featured arts and crafts, sporting activities,
field trips, and special events; and
WHEREAS, the Summer Food Service Program planned to serve up
to 2,212 lunches and 2,253 snacks per day, using (30) sites
throughout the City, and due to an increase in performance, we
served 2,614 lunches and 2,841 snacks a day at said sites; and
WHEREAS, the United States Department of Agriculture through
the Florida Department of Education will reimburse the City for
the additional meals at the same fixed rate of $2.0175 per lunch,
and $0.5275 per snack; and
WHEREAS, an estimated $297,984 in total will be received
from the State of Florida for carrying out said program;and
WHEREAS, said total grant reimbursement represents a $49,306
increase over the original appropriation of $248,678;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 10732, adopted May 24, 19900 is
hereby amended in the following particulars: 1/
"Section 2. The following special revenue fund is
hereby established as described herein:
FUND TITLE; Summer Food Service Program for Children - 1990
RESOURCES: Grant Reimbursements fran the United States
Department of Agriculture through the Florida
Department of Education.
$248, 678 - $ 297 , 984.00
APPROPRIATION: Sumner Food Service Program for Children - 1990
$248, 678. $ 297, 984.00"
Section 2. All Ordinances or parts of Ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause phrase, or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
reservation of peace, health, safety, and property of the City of
Miami and upon the further grounds of the necessity to make the
required and necessary purchases and payments, and to generally
carry out the functions and duties of municipal affairs.
Section 5. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by a vote of not less
than four -fifths of the members of the Commission.
1/ Words and/or figures stricken through shall be deleted.
Underscored words and/or figure shall be added. The
remaining provisions are now in effect and remain unchanged.

Section 6. This Ordinance shall become effective
immediately upon its adoption pursuant to law.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached emergency ordinance, amending Ordinance No. 10732,
adopted May 24, 1990, concerning the special revenue fund
entitled: "Summer Food Service Program for Children - 19-90" by
increasing funds -for the program's operation in the amount of
-�$-49,3b6, composed - . -of grant..monies from the United States
Department of Agriculture through the Department of Education
Food and Nutrition Management Division.
BACKGROUND:
Since 1968 the City of Miami Department of Parks and Recreation
has sponsored this program. The City of Miami has provided a
nutritional lunch program in conjunction with its summer
recreation program featuring arts and crafts, sporting
activities, field trips and special events. This year, we
planned to serve up to 2,212 lunches and 2,253, snacks per day
using thirty (30) sites throughout the City. Due to an increase
in performance of the program, we served 2,614 lunches and 2,841
snacks a day at those sites.
The Florida Department of Education will reimburse the City for
the additional meals at the same fixed rates/of $2.0175 per
lunch, and $0.5275 per snack. This rate will provide sufficient
funds to. cover additional expenses incurred due to the increased
performance.
This Ordinance is being requested as an emergency -measure so that
funds are immediately in place for the *payment of vendors. and
employees who serviced the program, which ended August 24, 1990.
