RESOLUTION NO. 9 0 19
A RESOLUTION, WITH ATTACHMENT, APPROVING THE
INSTALLATION OF TRAFFIC REGULATORY SIGNS IN
THE NORTH COCONUT GROVE NEIGHBORHOOD OF THE
CITY OF MIAMI, FLORIDA ON A NINETY (90) DAY
TRIAL BASIS, IN SUBSTANTIAL ACCORDANCE WITH
THE ATTACHED AMENDED PLAN "B"; FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE HEREIN NAMED
OFFICIALS.
WHEREAS, at the January 25, 1990 Miami City Commission
Meeting, a group of citizens, concerned about undesirable traffic
intrusion into their neighborhood, requested that a neighborhood
meeting be conducted with the property owners of the Coconut
Grove neighborhood bounded on the North by South Dixie Highway,
on the South by Southwest 28 Street, on the East by Southwest 22
Avenue, and on the West by Southwest 27 Avenue, to consider
jrecommendations for controlling traffic; and

WHEREAS, on- March 29, 1990, a neighborhood meeting was
conducted by the Department of Public Works to hear the property
owners' traffic safety concerns in the aforesaid Coconut Grove
neighborhood and to
consider recommendations for controlling
traffic; and
WHEREAS, after cynsidering the property owners' concerns and
recommendations, the Department of Public Works has developed a
traffic regulatory sign plan, hereinafter called Plan "B"
consistent with the traffic control needs of the neighborhood;
and
WHEREAS, upon further review of the various traffic control
plans, the City Commission has determined that the traffic
control measures contained in the attached Plan should be
implemented to control unacceptable traffic intrusion into the
aforesaid Coconut Grove neighborhood; and

WHEREAS, the City Commission finds that the herein traffic
control plan should be implemented for a ninety (90) day trial
period to determine if said traffic control measures are in the
best interest of the public; and
WHEREAS, the Miami City Commission at its meeting of
April 12, 1990, enacted Resolution No. 90-308 urging Metropolitan
Dade County to take steps which would result in the
implementation of the traffic control measures contained in the
attached Plan; and
WHEREAS, Metropolitan Dade County initially denied its
approval of the implementation of the traffic control measures
contained in the attached Plan; and
WHEREAS, Metropolitan Dade County has reconsidered its
position and has approved the implementation of the traffic
control measures contained in the attached Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and finding contained in the
Preamble to this Resolution are hereby adopted by referenced
hereto and incorporated herein as if fully set forth in this
Section.
Section 2. The installation of traffic regulatory signs,
for a ninety (90) day trial period, in substantial accordance
with the attached amended Plan, (Plan B) in the North Coconut
Grove neighborhood bounded by South Dixie Highway, Southwest 28
Street, Southwest 22 Avenue and Southwest 27 Avenue, in the City
of Miami, Florida is hereby approved.
Section 3. The City Clerk is hereby directed to transmit a
copy of this Resolution to Dade County Manager, Joaquin Avino,
and the Director of the Dade County Public Works Department,
Walter Herndon.
Section 4. This Resolution shall become
immediately upon its adoption.

My office recently met with members of the Overbrook
Homeowners Association who have appeared in front of the
Commission on nearly a dozen occasions concerning traffic
problems in their area. Attached you will find documentation
concerning traffic studies of this area, conducted by both the
County and the City, and the feasibility of altering the flow
traffic there.

Please place on the agenda of the October 11, 1990
Commission meeting a specially scheduled public hearing
concerning the possible placement of street barricades at S.W.
27th Lane and 26th Avenue and/or S.W. 28th Street and 26th
Avenue.
Please make sure that this public hearing is properly
advertised and that neighbors in and around the area are
notified. Furthermore, please be sure to contact Mr. Jerry
Stankevich, representing the homeowners group, at 592-2421.

This is in response to your request for the installation of traffic
regulatory signs in Coconut Grove between S.W. 22 Avenue and S.W. 27

An engineering study has been concluded by the Public Works Department
and we have detE:-mined that existing traffic conditions are acceptable,
and that this proposal to create a significant alteration to traffic
i patterns of the roadway network in this area should not be implemented.`

Dear Mr. Cather:
This is in response to your recent letter concerning the subject matter.
We have analyzed the traffic conditions on S.W. 28 Street and the impact
of traffic intrusion on adjoining residential streeta that we•sli result
from the proposed closure. A recent traffic count revealed that S.W.
28 Street carries 925 vehicles per day in the eastbound direction and 803
vehicles per day in the westbound direction. '
SW 28 Street is currently used as a collector roadway for local
residents to access US-1 via its signalized intersections at S.W. 22
Avenue and S.W. 27 Avenue.
Closing of S.W. 28 Street, as sho•.an on your Proposed Street Closure
Sketch would create several problems, some of which are listed below:
-
- Westbound motorists would be detoured to S.W. 24 Avenue, S.W.
27 Lane, and S.W. 26 Avenue, to circumvent the closure.
Eastbound motorists would travel in the opposite path. These
three roadway segments would be subject to additional collector
traffic volumes.

- Elimination of vehicular access would not be achieved, since
motorists will be able to drive around the barricade using the
t
above mentioned local streets. Thus, traffic volumes on S.W.
i
28 Street will probably not be noticeable altered.
- Motorists will be subjectea to increased travel times,
additional fuel consumption and vehicle delays.

Dear Commissioners:
This document is in response to the growing traffic problems of
SW 28th Street. I took it upon my self as a concerned neighbor
to provide some information to the.City Commission in regards to
traffic flow and traffic speed on the above mentioned street.
Note: I teach statistics in industry and consult many
organizations on statistical design. I can assure you that the
!data I gathered was done so in a professional manner. You should
1know that although this study provides some germane points, it
its certainly far from being comprehensive. However, I believe
(this study does provide tremendous insight into the potential
L.traffic problems that currently exist.
I�The following observations were made by Gerald Stankevich on 21
March 89 approximately in front of 2505 SW 28th Street. (See
attached map). The observations represent the average speed of
.the vehicles over a 100 foot length of road. The vehicles were
timed and the seconds per 100 feet were converted to miles per
hour:

Some interesting points to be make about traffic observed during
the study:
over 12% exceeded 45mph
Over 26% exceeded 40mph
Over 52% exceeded 35mph
85% exceeded 30mph - THE LEGAL SPEED LIMIT
In regards to traffic volume studies done by the city, I would
like to present the following observations:
The traffic counting devices were located as shown on the map
during the study conducted 28 February 89. These were indicated
to be the same locations used for the study conducted prior to
the installation of temporary barricades along 27th and Aviation
Avenues. It should be noted that these locations miss traffic on
28th Street in the following traffic patterns:
* All traffic turning east from 24th Avenue

* All traffic turning west from 24th Avenue
* All east bound traffic to Lucaya
* All west bound traffic from Lucaya
All traffic using 26th Ave. and 28th St. to bypass the US 1
and 27th Ave. intersection.

* All traffic to and from Kirk,•Freeman and 22nd Avenue
Solely on the merits of it's design, the study conducted by the
city understates the traffic flow on 28th Street. My
observations can give you an ideas of how grossly understated
they may be:
21% of my west bound observations originated from Lucaya. These
observations would not have been picked up by the city traffic
study. This could mean that the 001 and 479 cat e•-)unts presented
by the two city studies could conceivably be 1020 "And 608 just
by factoring the traffic originating from laycaya.
My west bound counts when changed to hourly figures (not
including the Lucaya vehicles) are still approximately twice as
high as the city's February 89 study: 5:00 - 6:00 PM, my stud y
produces 126 per hour while the city study produces 66 per hour.

I strongly suspect that the city's positioning of the traffic
counters over looked the large volume of traffic that turns vest
off of 24th Avenue on to 28th Street during the evening rush

After doing some basic calculations, I could easily support that
the city's traffic volume study on 28 February 89 is understated
when said to be 1353 for the day'. I could (using the same logic
used by the City Traffic Department) arrive at a figure of 1628

with only the missed traffic from Lucaya Avenue. This also puts
earlier 28th Street studies in suspicion of understated traffic
volumes???
Furthermore, the south bound traffic on 24th Avenue outnumbers
the north bound traffic 677 to 209. If these numbers are
representative of a typical day, where are the additional 468
x south bound cars going??? I highly suspect many of them are
turning east or west on to 28th Street. Again, the traffic
counters on 28th Street as positioned by the city could never
%•pick up this information.
My opinions are as follows:

littering to date. My study addresses the issue of speeding and
shows that on the day of the study, in a total of 45 minutes,
85% of the drivers using 28th Street between 26th Avenue and
24th Avenue drive over the posted speed limit.

} Street were designed in the same manner, then they too will have
traffic volumes that are under estimated.

I hold a Bachelor of Science degree in Quantitative Methods
(Statistics and Operations Research) from the University of
Illinois and an M.H.A. from DePaul University. My own personal
business experiences include owning a truck refrigeration repair
business, managing retail grocery operations, conducting
marketing research and teaching statistics at the college level.
In 1979 I was hired by Republic Steel Corporation (now LTV Steel
Corporation) as an industrial engineer. In 1980 I became
involved in quality control activities and ultimately became the
Quality Coordinator for a division of 5500 employees. Between
1980 and 1984, I developed and implemented training for over
1200 people.
In 1984 I became a principal member of the Deming Method
Consulting Group. For four years I had trained and consulted
with companies in the implementation of the Deming Method for
total quality improvement. (Dr. Deming and his methodologies are
recognized internationally and by the Japanese as a major
contributor to Japan's post war economic success). My experience
includes a wide variety of clients in various industries such as
y- paper_and pulp, steel, chemical, machine manufacturing, glass,
food manufacturing, the U.S. military, and others. I have
consulted in the United States of America, Canada and Mexico.
In January of 1988, I resigned from the Deming Method Group to
pursue my own consulting activities. I currently work in
association with two other consultants who are also experts in
the Deming Method for total quality improvement. However, these
-? consultants would only be brought in for services if requested vi
and approved by a client.
The name Stalwrythe was chosen to reflect the ideology behind
the products and services provided. Stalwrythe (st81'-rith)
comes from two Anglo-Saxon words: stathol meaning foundation and
wrythe meaning worth. Henceforth, Stalwrythe, a company that
provides worthwhile products and services to the client that
build a solid foundation for growth and success.
