HomeMy WebLinkAboutR-90-0811J-90-913 10/18/90 RESOLUTION NO. 9 0- 811 A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO INSTRUCT THE CITY ADMINISTRATION TO COMPLETE FORTHWITH ANY AND ALL NECESSARY DOCUMENTS AND DRAWINGS REQUIRED FOR THE ISSUANCE OF AN INVITATION FOR BIDS FOR THE CONSTRUCTION OF THE PLANNED DEVELOPMENT OF THE CHOPIN PLAZA AREA IN THE SOUTH END OF MILDRED AND CLAUDE PEPPER BAYFRONT PARR WITHIN CURRENTLY APPROPRIATED LIMITATIONS FOR SAID DEVELOPMENT; FURTHER, AUTHORIZING AND DIRECTING THE CITY MANAGER OR HIS DESIGNEE THEREAFTER TO ISSUE SAID INVITATION FOR BIDS (IFB) WHICH BIDS ARE TO BE RETURNABLE WITHIN THIRTY (30) DAYS AFTER ISSUANCE OF SAID IFB; WITH THE PROVISION THAT NO FURTHER APPLICATIONS BE MADE BY THE CITY TO THE STATE OF FLORIDA FOR STATE MONIES OR GRANTS TO BE USED FOR THIS PARR. WHEREAS, in the early 1980s the world-renowned sculptor Isamu Noguchi was authorized by the City of Miami to prepare a redevelopment plan for Bayfront Park; and WHEREAS, the original concept of the Noguchi Plan for the South end of the Park, known as the Chopin Plaza area, included various amenities including a restaurant area at an estimated cost of approximately $2.3 million; and WHEREAS, in 1990, in accordance with Motion No. 90-385, the Department of Public Works approved a plan for the development of the Chopin Plaza area which included a small amphitheater and stage to accommodate small events and artistic performances by neighborhood groups, with seating for approximately 250 persons; and WHEREAS, although this plan met the original limitations of the City, it was rejected by the Bayfront Park Management Trust (Trust); and WHEREAS, the Trust recommended that the Administration reevaluate both the Noguchi Plan and the plan approved by the Department of Public Works and, by incorporating certain elements of each, develop plans which would meet the budget limitations; and WHEREAS, pursuant to such direction, the Administration further modified the plans to incorporate a stage within the scaled down Noguchi concept, thereby meeting the budgetary requirements and obtaining the approval and recommendation of the Trust; and WHEREAS, it is necessary that all shop drawings, bidding requirements and other related documents be prepared for the issuance of a Request for Proposal and it is likely that the Public Works Department can prepare those contract documents needed for the City to issue Invitation for Bids for the planned development of the Chopin Plaza area in the South end of Mildred and Claude Pepper Bayfront Park within currently appropriated limitations for said development; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized and directed to instruct the City Administration to complete forthwith any and all necessary documents and drawings required for the issuance of an Invitation for Bids (IFB) for the construction of the planned development of the Chopin Plaza area in the South end of Mildred and Claude Pepper Bayfront Park within currently appropriated limitations for said development. } Section 3. The City Manager or his designee is also hereby authorized and directed thereafter to issue said IFB which { Bids are to be returnable within thirty (30) days after issuance t of the IFB. Section 4. The herein approval is subject to the stipulation that no further applications be made by the City to the State of Florida for State monies or grants to be used for this Park. 9.00 w 2w Yj ro ft 2 } Section 5.
