F'' . 0 e' This is a request to reject the bids for Psychological Services received on August 28, 1989, and authorizing an emergency extension of the current agreement with Valle, Axelberd, Capp and Associates, under the same terms and conditions, until such time as a new agreement can be negotiated. After reviewing the Bid Tabulation Form, in conjunction with the General Services Administration, it was determined that the current vendor maintained an advantage over other vendorsbecause- of his previous experience in handling these services for the police department . In an of fort to place all vendors on an equal footing, a new package, is being prepared. This will allow for greater competition between the vendors and result in a more responsive submission.
