RESOLUTION NO. 9 O - 799
A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S AUTHORIZATION
OF AN EXTENSION OF THE PSYCHOLOGICAL SERVICES
CONTRACT WITH VALLE, AXELBERD, CAPP, AND
ASSOCIATES, INC., AT THE SAME TERMS AND
CONDITIONS AS THE PRECEDING YEAR, USING
PREVIOUSLY ENCUMBERED FUNDS FROM THE POLICE
DEPARTMENT'S FY'89-90 GENERAL FUND, INDEX
CODE 290201-260.
WHEREAS, requests for proposals for psychological services
were distributed to prospective vendors and evaluated by a
committee consisting of the Assistant City Manager, Personnel
Management and the Police Department; and
WHEREAS, Valle, Axelberd, Capp and Associates, Inc., agreed
to extend its previous contract at the same terms and conditions
pending the results of the new evaluation; and
WHEREAS, the City Commission awarded a new contract to
Valle, Axelberd, Capp and Associates, Inc., at its
September 7, 1990 City Commission Meeting; and
WHEREAS, funds to cover the extension have been encumbered
in the Police Department's FY'89-90 General Fund, Index Code
290201-260;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The action City Manager in extending an
existing contract with Valle, Axelberd, Capp and Associates, Inc.
is hereby ratified, approved and confirmed, using previously
encumbered funds for said services from the Police Department's
FY'89-90 General Fund, Index Code 290201-260.

Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully, recommended that a resolution ratifying the
City Manager's emergency authorization to extend :the:
Psychological Services Contract with Valle, Axelberd, Capp and
Associates, Inc._, be approved.
BACKGROUND:
The Police ,Department obtained the City Manager's approval :to:`.
reject the,,bids received:. on August 28 1989, and `authorization of..=
an,emergency extension of:the..contract with Valle, Axelberd,:;Capp.:Y.
and Associates,. Inc., until .a new contract could be; negotiated. ;
After, reviewing the bids it was determined I the current,_ vendor ,_.
held an advantage over other vendors ,because..of- his" previous..,>;
experience with the Department. In an effort to. place all._
vendors on -an equal footing a new bid proposal was prepared.
New bid proposals were.received by the police Departmenton March
24, 1990. Facility inspections of each vendor were scheduled by
a ;.Committee and the results were tabulated. The City Commission
j awarded a new contract with Valle, Axelberd, Capp and Associates.
Inc., at its September 7, 1990, meeting based on the Committee's
findings. Funds to cover this extension were available in the
Police Department's FY189-90 General Fund, Index Code 290201-260..

This is a request to reject the bids for Psychological Services
received on August 28, 1989, and authorizing an emergency
extension of the current agreement with Valle, Axelberd, Capp and
Associates, under the same terms and conditions, until such time
as a new agreement can be negotiated.
After reviewing the Bid Tabulation Form, in conjunction with the
General Services Administration, it was determined that the
current vendor maintained an advantage over other vendorsbecause-
of his previous experience in handling these services for the
police department . In an of fort to place all vendors on an equal
footing, a new package, is being prepared. This will allow for
greater competition between the vendors and result in a more
responsive submission.
