HomeMy WebLinkAboutR-90-078110/18/90 RESOLUTION NO. 90 -- 7 8 1 A RESOLUTION RATIFYING, APPROVING AND COMPIRMING THE ACTIONS OF THE CITY MANAGER IN FINDING AN EMERGENCY NEED FOR ACQUISITION OF TWO (2) MOBILE DRUG PREVENTION EDUCATIONAL, UNITS, TO BE USED BY THE POLICE DEPARTMENT, AND IN AUTHORIZING THE ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR SUCH EQUIPMENT TO PANXOPP'S R.V. FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION/FLEET MANAGEMENT DIVISION AT A TOTAL PROPOSED COST OF $119r800.001 WITH FUNDS THEREFOR ALLOCATED FROM THE 1989-90 OPERATING BUDGET, ACCOUNT a CODE NO. 290934-840; FURTHER PROHIBITING ANY USE OF SAID UNITS WITHOUT THE PRIOR CONSENT AND APPROVAL OF THE CITY COMMISSION. WHEREAS, the herein action was classified as an emergency in order to acquire two (2) Mobile Drug Prevention.Educational Units in that the normal process for the award of bid would have taken over 30 days and the three to four month delivery schedule would have delayed the implementation of the Police Department Drug' Prevention Program; and WHEREAS, pursuant to public notice sealed bids were received May 16, 1990 for the acquisition of two (2) Mobile Drug Prevention Educational Units for the Department of General Services Administration/Fleet Management Division; and WHEREAS, funds for this purchase are available from the Police Department Operating Budget, Account Code No. 290934-840 and .WHEREAS, the City Manager has made a written finding that a valid emergency need existed for the herein acquisition of these units from Pankopp's R.V., the recommended lowest responsible and responsive bidder; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY. OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference - Section 2. The City Manager's written findings that an emergency need existed for acquisition of two (2) Mobile Drug Prevention Educational Services Units for the Department of General Administration/Fleet Management Division, to be used by the Police Department, without an award of bid by the City Commission, roved and confirmed, with MyN' is hereby ratified, approved � funds therefor Operating Budget, Section 3. hereby allocated from the Police Department Account Code No. 290934-840. The City Manager's action in authorizing the Chief procurement'Officer to issue a Purchase Order to Pankopp's R.V. in the amount of $119,800.00 for the Department of General Services Administration/Fleet Management Division, to be used by the Police Department, is hereby ratified, approved and confirmed.
