RESOLUTION NO, 9 0— 775
A RESOLUTION APPROVING THE RECOMMENDATION OF
THE COMPETITIVE SELECTION COMMITTEE OF THE
TWO MOST QUALIFIED FIRMS, IN THE RANKED ORDER
SUBMITTED BY THE CITY MANAGER, TO PROVIDE
PROFESSIONAL TRANSPORTATION PLANNING AND
ENVIRONMENTAL ENGINEERING SERVICES IN
RESPONSE TO TRANSPORTATION RELATED QUESTIONS
FROM THE APPLICATION FOR DEVELOPMENT APPROVAL
FOR THE SOUTHEAST OVERTOWN/PARK WEST
DEVELOPMENT OF REGIONAL IMPACT; AUTHORIZING
THE CITY MANAGER TO COMMENCE CONTRACT
NEGOTIATIQNS PURSUANT TO CITY CODE SECTION
18-52.3(g), FOR A COMPENSATION WHICH IS FAIR
COMPETITIVE AND REASONABLE; DIRECTING THE
CITY MANAGER TO PRESENT THE NEGOTIATED
CONTRACT TO THE CITY COMMISSION FOR ITS
REVIEW AND APPROVAL PRIOR TO ITS EXECUTION.
WHEREAS, pursuant to City Code Section 18-52.3, the City
Commission passed and adopted Resolution No. 90-503 on
July 12, 1990,
which designated
as a Category
B project the
acquisition
of transportation
planning and
environmental
engineering services in response to transportation related
questions from the Application for Development Approval for the
Southeast Overtown/Park West Development of Regional Impact; and
WHEREAS, Resolution No. 90-503 also appointed Herbert J.
Bailey, Assistant City Manager as Chairman of the Competitive
Selection Committee and established a Certification Committee.of
not less than four (4) professionals, qualified in the fields of
endeavor or practices involved, to review the qualifications,
performance data and related \information provided by those
responding to the City's Request for Proposal (RFP); and
WHEREAS, the City, through public advertisement and direct
mailings solicited expressions of interest from prospective
consultants; and

MREAS, the RFP was issued on August 10, 1990; and
WHEREAS, two (2) submissions were received in response to
the RVP before the deadline of 11:00 a.m, on August 24, 1990; and
WHEREAS, the Competitive Selection Committee evaluated the 2
proposal submissions previously certified by the Certification
V
Committee, and ranked them in order of being most qualified to
provide the required services, all in accordance with the
Competitive Negotiations Act, defined in Florida Statutes
287.055, the City of Miami Ordinance No. 9572 and Section 18.52.3
of the City Code, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby approves the
recommendation by the Competitive Selection Committee of the
following firms as the most qualified to provide, along with the
designated subconsultants, professional transportation planning
} and environmental engineering services in response to

transportation related questions from the Application for

Section 3. The City Manager is hereby authorized to
negotiate a professional services agreement on behalf of the City
of Miami with the firm ranked first in order in 5ectioh 2'`

hereinabove. In the event that the City Manager cannot negotiate
an agreement which in his opinion, is fair, competitive and
reasonable with the firm ranked first in order, then he is hereby
authorized 'to terminate such negotiation and to proceed to
negotiate with. the second most qualified firm.
Section 4. The City. Manager is directed to 'present `the
negotiated contract to the City Commission for its review and

approval prior to its execution.

It is.respectfully recommended that the City Commission adopt the
1 attached Resolution approving the recommendation of the
competitive selection committee of the two most qualified firms
to provide professional transportation planning and environmental
! engineering services in response to transportation related
i questions from the Application for Development Approval for the
Southeast Overtown/Park West Development of Regional Impact;
authorizing the City Manager to commence contract negotiations
with the firms in ranked order, until such time,a contract which
is fair, competitive and reasonable is obtainedf & directing the.,'. f'
City Manager to present the negotiated contract to the City, ;
Commission for its ratification and approval.

On July 12, 1990 by Resolution No. 90-503, the City of Miami
Commission designated as a Category B project, the acquisition of�
professional transportation planning and environmentalh
engineering services in response, to transportation related
questions from the Application for Development Approval for the,
Southeast Overtown/Park West.Development of Regional Impact.
In accordance with Florida Statutes 287.055, City of Miami Code
{
Section 18.52.3 and Ordinance No.10538; a Request for'Proposals
(RFP).was issuedanda copy of the advertisement published in the
newspapers was sent by direct mail to solicit interest froma
prospective proposers. On August 24, 1990 two (2) submissiAis �y
