HomeMy WebLinkAboutR-90-0761}} a J-90-81 9%11/�0 RESOLUTION NO, 90- ! 6 A RESOLUTION APPROVING THE SELECTION BY THE COMPETITIVE SELECTION COMMITTEE OF THE M09T QUALIFIED FIRMS TO PROVIDE LAND SURVEY SERVICES FOR CITY OF MIAMI PROJECTS 1991-92; AUTHORIZING THE CITY MANAGER TO NEGOTIATE PROFESSIONAL SERVICES AGREEMENTS WITH THE FIVE TOP RATED FIRMS, TO PROVIDE SURVEY SERVICES; DIRECTING THE CITY MANAGER TO PRESENT NEGOTIATED AGREEMENTS TO THE CITY COMMISSION FOR APPROVAL PRIOR TO EXECUTION THEREOF; FURTHER AUTHORIZING THE CITY MANAGER, IN THE EVENT ANY EXECUTED AGREEMENT IS TERMINATED PRIOR TO COMPLETION THEREOF, TO NEGOTIATE WITH REMAINING LISTED FIRMS FOR AN AGREEMENT TO REPLACE THE ORIGINAL FIRMS) WITH NO INCREASE IN COMPENSATION OR IN THE TERM OF SAID NEW AGREEMENT WHICH AGREEMENT .MAY BE EXECUTED BY THE CITY MANAGER WITHOUT ANY FURTHER APPROVAL BY THE CITY COMMISSION. WHEREAS, a substantial amount of City of Miami contracted construction projects and departmental projects are scheduled for the immediate future; and WHEREAS, the City of Miami Public Works Department is insufficiently staffed to accomplish all land survey -work necessary for said projects; .and WHEREAS, Agreements with five private Survey firms negotiated., in 1988 will. expire in January, 1991; and WHEREAS, it is necessary for the City to again engage Land, Survey firms to render professional and technical services for the Calendar Years 1991-92; and WHEREAS, funds for said .professional and technical services can be allocated as a project expense from the individual project funding; and x co� � OCT ,.r W1lEREAS, by Resolution No. 90-365 passed and adopted on May 241 1990� the City Commission approved the designation of Land Survey Services for City of Miami projects 1991-92 as a Category t. project and appointed Eugene Pelaez, P.E., as Chairman of -;the Cotnpatitive - Selection Committee; and WHEREAS,, in the implementation of the said projects,:the City Manager, through the Competitive Selection Committee, solicited expressions of interest from qualified consultants and evaluated — the qualifications of those firms which responded to his inquiry; and WHEREAS, the most qualified firms for providing professional Land Survey services for City of Miami projects were selected in accordance with the State of Florida Consultants' Competitive Negotiation Act, enacted by the Florida Legislature on July'1,-1973 and -by City of Miami Ordinance No. 8965 on July 23 1979; and WHEREAS, it is in the best interest of the City of Miami to negotiate professional services contracts with five firms for City of Miami projects as soon as possible; -NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE -CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the selection- of -the' Competitive Selection Committee of the following firms as the most qualified' -to provide professional Land Survey service's for City of Miami projects in the rank order listed: 1. Manuel G. Vera & Associates,` Inca 2. Biscayne Engineering Company. 3. Fernando Z. Gatell, P.L.S., Inc. 4.. Weidener Surveying & Mapping 5.""'' Lannes & Garcia, Inc. 6. E: R. Brownell & Associates, Inc. 7. Robayna & Associates, Inc. 8. ;Rei;th'& Schnars, P.A. Section 2.
