REQUEST To recommend a traffic diversion alternative for S.W. 33rd Avenue. RECOMMENDATION PLANNING DEPARTMENT Alternate 1, the painted stripe plan, is more economical, and offers the same advantages as the barricade plan. BACKGROUND On June 6th, 1990, following a Planning Advisory Board public hearing on the Woodiawn Park plan amendment/re-zoning, the Planning Advisory Board passed the following resolution. RESOLUTION PAB 37-90 "A MOTION TO INSTRUCT THE PLANNING, BUILDING AND ZONING DEPARTMENT TO STUDY THE TRAFFIC AND PARKING PROBLEMS ALONG S.W. 33RD, AVENUE FROM S.W. 12TH STREET TO S.W. 8TH STREET, TO STUDY THE CLOSING OF S.W. 33RD AVENUE AND REPORT BACK TO THE PLANNING ADVISORY BOARD." The motion was supported by 20 neighbors in the audience. Their contention was that Rivero Funeral Home, on the southside of S.W. 8th Street between 33rd Avenue and 34th Avenues, either a) organized their funeral corteges on S.W. 33rd Avenue from S.W. 8th Street to 12th Avenue and/or b) alternatively, that patrons of the funeral home who wished to attend a wake parked on both sides of S.W. 33rd Avenue, and adjacent east -west streets, thereby denying the neighbors access to their property (driveways). Location Maps �O�:JREa Director of Public Works - Members of my staff have reviewed your request to restrict vehicular access on S.W. 33 Avenue between S.W. 8 Street and S.W. 12 Street and have prepared two alternatives for your consideration. This request was initiated by the Planning Advisory Board on June 6, 1990, Resolution PAB 37-90. The neighborhood residents have expressed two concerns along S.W. 33 Avenue: First, patrons of the funeral home on the south side of S.W. 8 Street park on both sides of the Avenue, as well as the median, and block the driveways to the private homes and second, the same funeral home stages their funeral corteges on S.W. 33 Avenue, blocking all access to the private homes. "No Parking" signs have been installed by Metro -Dade County along S.W. 33 Avenue, however, these restrictions have been flagrantly Ignored and the parking problems persist. Additional vehicular access restrictions may be required to supplement the existing "no parking" signs to effectively control parking along S.W. 33 Avenue. The first alternative recommended by this department is the partial restriction of vehicular access along S.W. 33 Avenue between S.W. 8 and 9 Streets. This alternative separates commercial and residential traffic, yet allows emergency vehicle access. Commercial and high -density residential access Is maintained but not allowed to enter the low -density residential neighborhood. Although these restrictions are easier 10 violate than a physical barrier, this plan is the least disruptive on the neighborhood and, because it is accomplished by paint striping, it is inexpensive to implement and easier to modify to adapt to changing conditions. The barrier would completely restrict any traffic from utilizing S.W. 33 Avenue between S.W. 8 and 9 Streets Including emergency vehicles. This plan would be very disruptive to the commercial and residential portions of the neighborhood because an access point to S.W. 8 Street has been eliminated. Vehicle drivers may tend to "short cut" through the funeral home or apartment building parking_lot to avoid a "U-Turn". The barrier Is expensive to install and once installed Is permanently located. Adoption of a physicaly barrier will require a public hearing before the City Commission, approval of the neighborhood, including the commercial district, and approval from the Police, Fire and Solid Waste Departments. Since S.W. 8 Street is under the Jurisdiction I of the Florida Department of Transportation, the State may impose additional requirements. With these an other vehicular access restriction plans, motorists will still be able to gain access to S.W. 33 Avenue frorh S.W. 34 Avenue and may continue to park on S.W. 33 Avenue and walk around the vehicular access restrictions. This Department will proceed to prepare a 20" by 30" presentation map and a "overhead transparency" of each alternative as requested, unless other wise notified by your department. Pernaps a 20 X 30 presentation map with 1, 2, or 3 alternatives highlighted by balloon numbers and block letter explanations would be sufficient.
