BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following individual is hereby appointed to the Private Industry Counsel (PIC) of South Florida for a term of office to expire June 30, 1992: Appointee: ESTHER SABRINO Section 2. ODIO City ManAger Enclosed herein please find a copy of R-90-836 which was passed and adopted by the City of Miami Commission at its meeting held on October 25, 1990, appointing you to serve as a member of the Private Industry Council (PIC) of South Florida. Pursuant to the Financial Disclosure law, Chapter 84-318(3), Laws of Florida, and as a member of the PIC, you will be required to file a Statement of Financial Interests form with the Supervisor of Elections, Dade County Department of Elections. Their address is: Metro Dade Center, 19th Floor, 111 N.W. 1st Street, Miami, Florida 33130 (Tel: 375-5553). Also enclosed is a copy of a memorandum from Jorge L. Fernandez, City Attorney, dated October 11, 1988, outlining some guidelines to assist members of City Boards and Committees in complying with the Government in the Sunshine Law. Also enclosed, for informational purposes, is another memorandum from the City Attorney, dated April 3, 1989 on legal requirements concerning Conflict of Interest and Dual Office Holding circumstances which may prohibit your membership in said bodies. Od k FROM: City Manager i REFERENCES: ENCLOSURES: RECOMMENDATION: It Is respectfully recommended that the City Commission adopt the attached Resolution appointing one member to the Private Industry Council of South Florida for a term to expire June 30, 1992. BACKGROUND: The Private Industry Council (PIC) of South Florida was established in 1983 In compliance with the Job Training Partnership Training Act (JTPA) of 1982. The law provides for a partnership between the PIC and local elected officials in each service delivery area to oversee the implementation of JTPA programs. The JTPA stipulates that local elected officials shall appoint the members of the PIC, which Is composed of representatives from the following area: Economic Development, Community Based Organizations, Education, labor, Job Service, Vocational Rehabilitation, and the private sector. Presently, the City has one vacancy on the Council for the position of Education. This nomination should be made by Commissioner Plummer. 90- 836
