RESOLUTION NO. 9 n `" 831.
A RESOLUTION APPOINTING AN INDIVIDUAL TO SERVE AS A
MEMBER OF THE HERITAGE CONSERVATION BOARD FOR A TERM
TO EXPIRE DECEMBER 31, 1992.
WHEREAS, the Heritage Conservation Board was established by Ordinance No.
9426, dated May 27, 1982, to recommend properties for designation as historic
sites, historic districts, and archeological zones, to approve or deny
Certificates of Appropriateness and to review development plans in
environmentally significant areas of the City; and
WHEREAS, it is intended that members of the Heritage Conservation Board
shall be persons of knowledge, experience, mature judgment and background,
having ability and desire to act in the public interest and representing the
various special professional training, experience, and interests required to
make informed and equitable decisions concerning conservation and protection
of the physical environment; and
WHEREAS, there is currently one (1) vacancy on the Heritage Conservation
Board, which vacancy was formerly filled by Marwin Cassel (citizen);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following person is hereby appointed as a member of the
City of Miami Heritage Conservation Board in the listed category for a term to
expire December 31, 1992:

Enclosed herein please find a copy of R-90-831 which was passed
and adopted by the City of Miami Commission at its meeting held
on October 25, 1990, appointing you to serve as a member of the
Heritage Conservation Board.
Pursuant to the Financial Disclosure law, Chapter 84-318(3), Laws
of Florida, and as a member of the Heritage Conservation Board,
you will be required to file a Statement of Financial Interests
form with the Supervisor of Elections, Dade County Department of
Elections. Their address is: Metro Dade Center, 19th Floor, 111
N.W. lst Street, Miami, Florida 33130 (Tel: 375•-5553).
Also enclosed is a copy of a memorandum from Jorge L. Fernandez,
City Attorney, dated October 11, 1988, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated April 3, 1989 on legal requirements
concerning Conflict of Interest and Dual Office Holding
circumstances which may prohibit your membership in said bodies.

RECOMMENDATION:
It is respectfully recommended that one (1) member be. appointed to fill a
vacancy in the citizen category on the Heritage Conservation Board based upon
names and qualifications submitted to the City Clerk, per the attached
resolution.
BACKGROUND:
The Planning Department services the Heritage Conservation Board. The
Heritage Conservation Board currently has one (1) vacancy. This vacancy is
due to the expiration of the term of Marwin Cassel. Mr. Cassel has indicated
that he does not Irish to be considered for reappointment.
Persons appointed to the Board must qualify under specific professions related
to the Board's responsibilities and must have submitted applications to the
City Clerk. Terms of office are for three (3) years. The vacant category is
as follows:
Citizen with demonstrated knowledge and interest in the
historical' and architectural heritage of the City and/or
conservation of the natural environment.
Three (3) persons have submitted applications to the City Clerk for
appointment to fill the vacancy on the Board, as follows:

Following the establishment of the Heritage Conservation Board in 1982, there
were no designated appointments by i.ndividual Commissioners. However, since.
1986, the Commission has had an informal policy of individual -appointments.
The following list shows these appointments, as well as the current vacancy
on the Board. Pursuant to your policy, this appointment shall be. made by
Mayor Suarez.

Miami, n9w under construction, with prices ranging from S74,000 to $98,000.

Renovated and remodelled 52,000 square feat, 42 years old, ten stiu. y building for
conversion to a- light manufacturing facility that includes warehousing and
administrative offices.
. Constructed 35,000 square feet commercial building within extremely stringent budget
constraints and time schedule.

1985 to 1987
Managed and directed this high-tech medical device and consumer products manufacturing
company. Obtained FDA and FCC certification of products. Played a major role in a
successful $3 millions public offering working with brokers and venture capitalists.
Introduced several new products into the market bringing sales from zero to S4 millions per
year. Also transferred all manufacturing to the Far East.

is a six-v&gk county -+ride, cross -.cultural, !wily oriented, educational event that brings
together, under one banner, all of 1!iami's preservation groups. For that period, events
