HomeMy WebLinkAboutR-90-0899J-90-1022 11/08/90 RESOLUTION NO. 9 4- 899 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ISSUE A ONE-YEAR REVOCABLE PERMIT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO THE NATIONAL MARINE MANUFACTURERS' ASSOCIATION, INC. ("NMMA") FOR THE USE OF A PORTION OF WATSON ISLAND AS A "PARK -AND -RIDE" LOCATION IN CONNECTION WITH THE MIAMI INTERNATIONAL BOAT SHOW TO BE HELD IN FEBRUARY 1991 AT A FEE OF $15,000, PROVIDING THAT ANY EXTENSION OF SAID PERMIT ISSUED BY THE CITY MANAGER INCLUDE AN INCREASE IN THE PERMIT FEE OF NOT LESS THAN $1,500 FOR EACH ADDITIONAL ONE-YEAR EXTENSION. WHEREAS, the City Commission has authorized National Marine Manufacturers' Association, Inc. (NMMA) to utilize a portion of Watson Island as a "Park and Ride" location in connection with the Miami International Boat Show for the last four (4) years; and WHEREAS, such use has been properly exercised and has brought a fair financial return to the City; and WHEREAS, NMMA has requested that such use be authorized to continue under the same terms and conditions for an additional four (4) years, which period coincides with contracts that NMMA has entered into with other participants in this event; and WHEREAS, the terms and conditions previously authorized by the City include provisions for NMMA to pay the City a flat fee of $15,000, for NMMA to cover all expenses including Police and parking staff, for the City to be insured against all potential liability, and for NMMA to provide at its own cost all shuttle transport from Watson Island to the show sites; and WHEREAS, the City Manager and the Director of the Department of Parks and Recreation recommend that the fee to the City be subject to escalation in future years; and WHEREAS, the City Attorney recommends the issuance of a revocable permit as the most appropriate means to effectuate this request; WRVOUSSION ETING OF NOV 8 1590 I..WM0.90- 8991 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to issue a one-year revocable permit, in a form acceptable to the City Attorney, to NMMA for the use of a portion of Watson Island as a "Park and Ride" location in connection with the Miami International Boat Show to be held in February 1991 at a permit fee of $15,000, providing that any extension of said permit issued by the City Manager include an increase in the permit fee of not less than $1,500 for each additional one-year extension. I have been discussing with them our desire to lease Watson Island for Parking during the Miami International Boat Show once again this coming February. A copy of the correspondence is enclosed for your information. Therefore, at this point we formally request an opportunity to ask the City for another lease. It is our desire to enter into a more long term arrangement so that less of your valuable time will be taken up in future years. Thank you for your consideration. Smith Assistant Director City of Miami Parks, Recreation & Public Facilities 1390 N.W. 7th Street Miami, FL 33133 Dear Kevin, Confirming our conversations, we are requesting at this time that the city draw up a long term lease between National Marine Manufacturers Association and the City of Miami for our annual use of Watson Island. We would like a four year agreement to match those we have now with the Miami Marriott and the Miami Beach Convention Center. As you are aware we use Watson Island for a park and ride system utilized by show visitors from Miami and other South Florida communities. This park and ride location connects Boat Show sites in Miami and Miami Beach. The dates would be: February lath through 22nd 1991 February loth through 21st 1992 February 8th through 19th 1993 February 14th through 25th 1994 This schedule includes three days for setup before the actual show and one day to vacate our equipment afterwards. All of the basic terms we signed for acceptable to us for the future. For like to add a cancellation clause. I cancellation by NMMA without penalty months before the next show. I look regarding all the particulars.
