A RESOLUTION GRANTING THE REQUEST OF HANDS IN
ACTION/GREEN RIBBON CHILDREN FOR THE WAIVERS OF THE
RENTAL AND REHEARSAL/SET UP FEES RELATED TO A TELETHON
TO BE HELD AT THE MANUEL ARTIME PERFORMING ARTS CENTER
MARCH 3, 1991, INCLUDING SET UP/REHEARSAL DURING THE
PERIOD FEBRUARY 27-MARCH 2, 1991; SUBJECT TO THE
ORGANIZERS OBTAINING INSURANCE TO PROTECT THE CITY IN
THE AMDLM PRESCRIBED BY THE CITY MANAGER OR HIS
DESIGNEE AND PAYING FOR ANY COSTS ABOVE AND BEYOND THE
AMOUNT WAIVED BY THIS RESOLUTION.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The request of Hands in Action/Green Ribbon Children
for the waivers of the rental and rehearsal/set up fees for a telethon to be
held at the Manuel Artime Performing Arts Center March 3, 1991, including
rehearsal/set up fees during the period February 27-March 2, 1991, is hereby
granted.
Section 2. The herein waivers are hereby conditioned upon the
organizers obtaining insurance to protect the City in the amount prescribed by
the City Manager or his designee and paying for any costs above and beyond the
amount waived by this Resolution.
Section 3. This Resolution shall beccme effective immediately
upon its adoption.

a date for the "Hands in Action" telethon.

WSCV's campaign will begin in November of this year, with a news series to
create awareness for the needs of the abused and neglected children that "Hands
in Action" serves. The series will be followed by a promotional/public service
campaign designed to collect new toys, clothing, etc for a Christmas give away
for the children. After the Christmas holidays the campaign will then promote the
telethon.
As previously discussed, "Hands in Action'.,' will be responsible for the produc-
tion costs of the telethon (technical crew, sets, talent, etc) and a production
budget meeting will be held within the next few weeks.
WSCV Channel 51 is fully committed to the goals of "Hands in Action". The
safety and welfare of so many children depend on the work of your organization
and on the community support that is absolutely necessary in order to raise funds
to provide adequate shelter and services.
We look forward to working with you and the "Hands in Action".Board and volun-
teers so that the upcoming toy drive and telethon are a total success.

Child abuse: the equal -opportunity horror.
Once, people thought that child abuse wasn't a
problem among "people like us." Or that child abuse
was a family matter; merely an acceptable extreme of
discipline. Unfortunately, many still do. And that's a
mistake —a fatal mistake.
For infants one to six months old, abuse is second
only to Sudden Infant Death Syndrome as the leading
cause of death.
For children one to five years old, abuse is second
only to accidents —and it should be noted that many
so-called accidents are, in reality, undiscovered cases
of abuse.
More than 50% of abused children acquire serious,
long-term medical, psychological and developmental
problems.
Everyone is a victim of child abuse.
The effects of child abuse on society at large —on
you and your family —are staggering.
As many as 90% of the repeat offenders, sett
offenders and violent criminals in our prisons were
abused as children.
84% of school failures and dropouts —those most
likely to end up on welfare roles —are mistreated children.
70% of child abuse victims fall prey to drug
dependency and impaired mental development —a
huge drain on your tax dollars.
Children who survive abuse but do not receive
adequate help are likely to become abusive adults,
perpetuating the cycle endlessly.
The destructive cycle can be stopped. With your
help, abused children can be successfully treated and
abuse prevented.
There is no quick fix for child abuse. But there is hope.
Hands in Action/Manos en Accion plans to create a
unique Children's Center for children in jeopardy. Not a
shelter, but a home —offering children an environment of
stability, love and mutual support. And the chance for a
happy, productive life —a chance they might otherwise
never know.
The residential environment of the Hands in Action
Children's Center will feature comfortable, home -style
bedrooms and baths, and resident -accessible laundry
facilities and kitchenettes. Every effort will be made to
avoid an institutional setting.
The projected cost of this desperately -needed
facility is well over $2.5 million —and we can't do it
without you. Won't you please join the thousands of
corporate and private sponsors who have already given
generously to help make the Hands in Action Children's
Center a reality?
You can make a difference. Please return the enclosed
envelope with your generous contribution. Help stop the
pain of child abuse. Together, we can
