A RESOLUTION RELATED TO THE SUNSTREET FESTIVAL
AND PARADE TO BE CONDUCTED BY THE SUNSTREET
FESTIVAL COMMITTEE, INC. TO BE HELD
DECEMBER 1, 1990; PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC; ESTABLISHING A PEDESTRIAN MALL
SUBJECT TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES; AUTHORIZING A ONE -DAY
PERMIT TO SELL BEER AND WINE IN CONNECTION
WITH SAID EVENT SUBJECT TO THE ISSUANCE OF ALL
PERMITS REQUIRED BY LAW; FURTHER ESTABLISHING
AN AREA PROHIBITED TO RETAIL PEDDLERS DURING
THE PERIOD OF THE EVENT; CONDITIONED UPON THE
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT AND
OBTAINING INSURANCE TO PROTECT THE CITY IN THE
AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR
HIS DESIGNEE.
WHEREAS, the Sunstreet Festival Committee, Inc. will conduct
the Sunstreet Festival to be held on December 1, 1990; and
WHEREAS, certain streets shall be closed to through
vehicular traffic during specified dates and hours to insure the
safety of the participants and pedestrians attending this event;
and
WHEREAS, said organization has requested authorization to
sell beer and wine and that retail peddlers be prohibited in the
area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Sunstreet
Festival and Parade to be conducted by the Sunstreet Festival
Committee, Inc., the following streets are hereby closed to
through vehicular traffic on Saturday, December 1, 1990, as
specified:

From 8:00 A.M. to 1100 P.M.:
Northwest Seventh Avenue from Northwest Seventy-first Street
to Northwest Sixty-second Street.
Northwest Fifty-sixth Street from Northwest Eighth Avenue to
Northwest Seventh Court.
Northwest Sixty-second Street from Northwest Tenth Avenue to
Northwest Tenth Court.
From 8:00 A.M. to 9:00 P.M.:
Northwest Seventh Avenue from Northwest Fifty-fourth Street
to Northwest Sixty-second Street.
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgment predicated upon all factors set forth herein.
Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the Sunstreet Festival Committee,
Inc. to sell beer and wine for a one -day period in connection
with the Sunstreet Festival to be held December 1, 1990, is
hereby granted subject to the issuance of all permits required by
law.
Section 4. Pursuant to the provision of City Code Section
39-13, all retail peddlers' occupational licenses issued under
the provisions of Chapter 31 of the City Code, as amended, will
not be valid on Saturday, December 1, 1990, during the hours of
8:00 A.M. to 8:00 P.M., on the above designated streets and on
all intersecting streets for two blocks in all directions.

Section 5. Such authorizations are hereby subject to the
organizers obtaining insurance to protect the City in the amount
as prescribed by the City Manager or his designee and are
conditioned upon the organizers paying for all costs of City
services associated with said event.
Section 6. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the necessary street closures
establishing a pedestrian mall, the restriction of non -festival
retail peddlers and a one -day permit to sell beer and wine in
connection with the 1990 Sunstreet Festival to be conducted by the
Sunstreet Festival Committee on Saturday, December 1, 1990, subject
to the issuance of all permits required by law and compliance with
such conditions and limitations as prescribed by the City of Miami.
These authorizations are conditioned upon the organizers paying for
all the necessary costs of City services and the requirement that the
City be insured against any potential liability.
BACKGROUND:
The Department of Community Development has prepared the appropriate
legislation in connection with the 1990 Sunstreet Festival to be
conducted on December 1, 1990. The Sunstreet Festival Committee,
Inc. has requested the aforementioned authorizations in connection
with said event.
The Sunstreet Festival will include a parade and street fair
showcasing the Liberty City area. The organizers have met with the
Special Events Unit of the Police Department to discuss the street
closures for the event.
