Odio City Manager 7 i 4• 2S DATE : nrT FILE : SUBJECT: Proposed Ordinance Revising Code Sections Governing Golf Course Fees REFERENCES: ENCLOSURES: Recommendation: It is respectfully recommended that the City Commission adopt the attached emergency Ordinance revising Sections 30-53, 30-54 and 30-55 of the City Code for the purpose of authorizing certain fee increases at City -owned Golf Courses. Background: The Department of Parks and Recreation has prepared the attached legislation in an effort to restructure the fees charged at the City -owned golf courses. In order to establish rates that are comparable with other area golf facilities and to provide fees that are parallel with expenses and rising costs, it is recommended that the below listed fees be approved for implementation for the forthcoming winter and summer seasons. Golf Course Fees have not been modified since FYI 1987-88. Green Fees: 18 Holes: Summer (only) from $ 8.00 to $11.00 (regular Winter green fee remains $14.00) Special Green Fee: (with electric cart rental) Winter (only) from $12.00 to N/A This was an incentive to promote the use of an electric cart. This promotion is not needed at this time and golfers will be required to purchase the standard green fee of $14.00. This particular rate did not apply in Summer. Twilight: Winter and Summer from $ 5.50 to $ 6.50 Electric Golf Cart Rentals: 18 holes (excess of nine): Winter and Summer from $18.00 to $20.00 Twilight: Winter and Summer from $ 6.00 to $10.00 Mandatory Rental of Electric Carts: Winter and Summer: extend time from opening until noon (instead of 10 am) Winter only: add restriction to Weekdays (M - F) at same times (opening until noon) 10809 ................... . The Honorable Mayor Members of the City page 2 Hand Carts: 18 holes: and Commission Winter and Summer from $ 2.25 to $ 3.00 Special Package Rate: (green fee and cart during off-peak times) Summer (only) Mondays thru Fridays (all day) and Saturdays, Sundays & holidays after noon 2 players (one cart) from $26.00 to $28.00 1 player from not available to $16.50 Attached for your information is a schedule which compares City of Miami golf course fees (both existing and proposed) to those of other local courses. The recommended fee increases are in line with that being charged throughout Dade County. Additionally, we have enclosed revenue projections for the proposed new rates which show that at existing levels of play (number of rounds as per the latest available records) at City courses, the new rates may produce an estimated $105,721 in additional revenue for the Winter and $131,892 for the Summer, for a total estimated annual increase of $237,613. This Ordinance is being presented as an emergency measure for the following reasons: other local courses have recently increased their fees which puts the City at a disadvantage in terms of revenue earning potential; delay in the adoption of these fee changes will further reduce the City's revenue earning potential for the current fiscal year; Winter fee modifications need to be in place no later than November 30, 1990 pursuant to City Code Section 30-53; and due to the reduction in the number of available City Commission meetings prior to that date, earlier scheduling was not possible. 1d8()9 GOLF COURSE FEE COMPARISONS COUNTRY CLUB SUMMER SEASON CITY OF HIAMI PALMETTO OF MIAMI FOUNTAINBLEAU BILTMORE BAYSHORE <MAY 1 - NOV 302- PRESENT PROPOSED (PRESENT) (PRESENT) (PRESENT) (PRESENT) (PRESENT) GREEN FEES 8.00 $11.00 $12.00 $20.00 14.00 $12.00 Tf1.65 (BEFORE 12 NOON SAT, SUN + HOLIDAYS) CART FEES $18.00 $20.00 $20.00 $24.00 $20.00 $20.00 $20.00 (FOR 2 PLAYERS) TWILIGHT $ 5.50 $ 6.50 $ 9.00 $10.00 $ 5.00 $ 6.50 $ 7.50 GREEN FEES (AFTER (AFTER (AFTER (AFTER (AFTER (AFTER (AFTER 3:00 PM) 3:00 PM) 2:00 PM) 4:00 PM) 5:00 PM) 3:00 PM) 12 NOON) TWILIGHT CART FEES 2 OR 1 PLAYERS $ 6.00 $10.00 $12.00 $24.00 $20.00 $20.00 $12.00 WINTER SEASON CITY OF MIAMI PALMETTO <DEC 1 - APR 30 PRESENT PROPOSED (PRESENT GREEN FEES *$14.00 NO CHANGE $15.00 (BEFORE 12 NOON SAT, SUN + HOLIDAYS) CART FEES $18.00 $20.00 $20.00 (FOR 2 PLAYERS) COUNTRY CLUB OF MIAMI FOUNTAINBLEAU BILTMORE (PRESENT) (PRESENT) (PRESENT) 20.00 $15.00 $24.00 $20.00 12.00 $20.00 BAYSHORE (PRESENT) 29.00 INCLUDED CART NO WALKERS NO RATES AVAIL- ABLE.
