ORDINANCE NO. 10809
AN EMERGENCY ORDINANCE AMENDING SECTION 30-53
ENTITLED "GREEN FEES", SECTION 30-54 ENTITLED
"CART FEES" AND SECTION 30-55 ENTITLED
"SPECIAL RATES" OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED, BY REVISING SAID
FEE SCHEDULES FOR CITY OF MIAMI GOLF COURSES;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1: Sections 30-53, 30-54 and 30-55 of the Code of
the City of Miami, Florida, as amended, are hereby amended in the
following particulars: 1/
"Sec. 30-53. Green Fees.
(A) Regular Green Fees. Green fees for residents
and non-residents of the City are as follows:
(1) Summer months:

(A) Electric Golf Carts:
(1) Rental and use of city -owned (and/or operated)
carts:

"Sec. 30-55. Special rates..
(a) Special package rates. The following are special
package rates for electric cart rental and green fees
during summer months (as provided in subsection (A) of
section 30-53) only:
Monday thoough Friday, all day $26.00
2 players (one cart) .............. $28.00
1 player .......................... 16.50
Saturdays, Sundays and holidays, after-
noons
2 players (one cart) $28.00
1 player ... ....... ..... 16.50
Note: A maximum of two (2) electric carts per
foursome shall be permissable on above special
package rates.
Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 3. If any section, part of _section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance is hereby declared be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City

of Miami and upon the further grounds of the necessity to make
the required and necessary payments and to generally carry out
the functions and duties of municipal affairs.
Section 5. The requirements of reading this Ordinance on
two (2) separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.
Section 6. This Ordinance shall become effective on
November 30, 1990.

Recommendation:
It is respectfully recommended that the City Commission adopt the
attached emergency Ordinance revising Sections 30-53, 30-54 and
30-55 of the City Code for the purpose of authorizing certain fee
increases at City -owned Golf Courses.
Background:
The Department of Parks and Recreation has prepared the attached
legislation in an effort to restructure the fees charged at the
City -owned golf courses. In order to establish rates that are
comparable with other area golf facilities and to provide fees
that are parallel with expenses and rising costs, it is
recommended that the below listed fees be approved for
implementation for the forthcoming winter and summer seasons.
Golf Course Fees have not been modified since FYI 1987-88.
Green Fees:
18 Holes:
Summer (only) from $ 8.00 to $11.00
(regular Winter green fee remains $14.00)
Special Green Fee: (with electric cart rental)
Winter (only) from $12.00 to N/A
This was an incentive to promote the use of an electric
cart. This promotion is not needed at this time and golfers
will be required to purchase the standard green fee of
$14.00. This particular rate did not apply in Summer.

Attached for your information is a schedule which compares City
of Miami golf course fees (both existing and proposed) to those
of other local courses. The recommended fee increases are in
line with that being charged throughout Dade County.
Additionally, we have enclosed revenue projections for the
proposed new rates which show that at existing levels of play
(number of rounds as per the latest available records) at City
courses, the new rates may produce an estimated $105,721 in
additional revenue for the Winter and $131,892 for the Summer,
for a total estimated annual increase of $237,613.
This Ordinance is being presented as an emergency measure for the
following reasons: other local courses have recently increased
their fees which puts the City at a disadvantage in terms of
revenue earning potential; delay in the adoption of these fee
changes will further reduce the City's revenue earning potential
for the current fiscal year; Winter fee modifications need to be
in place no later than November 30, 1990 pursuant to City Code
Section 30-53; and due to the reduction in the number of
available City Commission meetings prior to that date, earlier
scheduling was not possible.
