HomeMy WebLinkAboutR-90-0945A0 Ll J-90-1072 12/6/90 RESOLUTION NO. 9 0_ 945 A RESOLUTION AMENDING RESOLUTION NO. 90-622, ADOPTED JULY 26, 1990, RELATED TO THE TRIAL USE OF A PORTION OF THE GRAND AVENUE PARK RECREATION BUILDING, LOCATED AT 236 GRAND AVENUE, MIAMI, FLORIDA, BY THE GREATER MIAMI SERVICE CORPS; BY THEREBY ALLOWING SAID ORGANIZATION TO PROVIDE IN -KIND SERVICES IN LIEU OF CASH PAYMENT AS CONSIDERATION TO THE CITY FOR SAID USE; AUTHORIZING AND DIRECTING THE ADMINISTRATION TO MAKE THE RENOVATION OF THE LUMMUS PARK RECREATION BUILDING A PRIORITY AMONG CAPITAL IMPROVEMENT PROJECTS FOR THE POTENTIAL RELOCATION OF THE GREATER MIAMI SERVICE CORPS' JOBS PROGRAM AND DIRECTING THAT SAID ORGANIZATION BE ALLOWED TO PARTICIPATE IN SAID CAPITAL IMPROVEMENT PROJECT BY PROVIDING IN -KIND SERVICES AT LUMMUS PARK WHICH SHALL BE IN ADDITION TO THOSE PERFORMED AT GRAND AVENUE PARK AS SET FORTH IN SECTION 2 HEREIN. WHEREAS, the City Commission adopted Resolution No. 90-5221 on July 26, 1990, allowing the Greater Miami Service Corps to use a portion of the Grand Avenue Park Recreation Building, located at 236 Grand Avenue, Miami, Florida, for its _youth jobs program; and WHEREAS, said Resolution mandated that such use was subject to the Corps' compliance with specific conditions and limitations, including the requirement that the Corps pay to the City the sum of $5,000, which funds were to be used for improvements, materials, and/or recreation program supplies for Grand Avenue Park; and WHEREAS, the Greater Miami Service Corps has indicated that they are currently unable to make such payment, but have offered to provide in -kind services for said Park, such as renovation, maintenance and/or improvement projects, through its jobs program; and WIiEREAS, the value of the proffered services shall be eyuaJ. to or greater than $5,000, and shall be in excess of those. mandated 1-)y prior contrartual agreements with the City; and crry COMMSSION Al blEETMG OF - DEC 6 IM I itnvx eN Ae.g LA WHEREAS, the Administration of the City has determined that the currently vacant recreation building at Lummus .Park, located. at 404 NW 3rd Street, Miami, Florida, would be a more appropriate location for said jobs program, due to its proximity to Metrorai?_ and other public transportation, and due to its location near the target population for its program participants; and WHEREAS, the relocation of the Greater Miami Service Corps to Lummus Park will also more appropriately distribute activities between the parks, since there currently exists an abundance of City -sponsored activities and programs at Grand Avenue Park which may be hampered by those of the Greater Miami Service Corps; and WHEREAS, funding has been appropriated and is available within the Capital Improvement Program for the redevelopment of Lummus Park, Capital Improvement Project No. 331042, andmay be used for needed renovations to the Park's recreation building; and WHEREAS, the Administration recommends that the said program of the Greater Miami Service Corps be relocated to Lummus Park, upon the completion of renovations, upon receipt of the necessary approvals, and upon execution of the necessary document(s) and/or permit(s); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Resolution No. 90-622, adopted July 26, 1990, is hereby amended in the following particulars: 1/ "Section 2. The aforementioned authorization is hereby subject to and contingent upon the compliance of the Greater Miami Service Corps with such conditions and limitations as may be imposed by the Administration of the City of Miami, including, but not limited to: Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. -2- 99- 945 En n7__l f_) Said Service Corps shall pay to the City a. total sum of $5, 000 as consideration for the pr.i_viileaR granted. Said payment shall be made according to a mutually agreed upon schedule and shall be used by the City for Grand Avenue Park improvements, materials and/or recreation program supplies. In lieu of cash payment, the Greater Miami Service Corps may provide i n-Ici nrl GPr1Ti f P.q fnr Ga i d PArk _ such as renovation, Jobs program and upon the approval of the Director of greater than $5,000, and shall be in excess of those services which may have been mandated by prior contractual agreements with the City. Section 3. The Administration is hereby authorized and directed to make the renovation of the Recreation Building in I,ummus Park a priority among capital improvement projects for the potential relocation of the jobs program of the Greater 14iami Service Corps. The Administration is also hereby directed to allow the Greater Miami Service Corps to participate in said Capital Improvement Project by providing in -kind services which shall be in addition to those performed at Grand Avenue Park as set forth in Section 2 herein.
