RESOLUTION NO. 9 0 - 943
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENGAGE THE PROFESSIONAL SERVICES OF FESTIVAL
FLOATS, INC., IN AN AMOUNT NOT TO EXCEED
$30,000, FOR THE CREATION OF AN ANTI -DRUG AND
CRIME PREVENTION PARADE FLOAT FOR THE
UPCOMING HOLIDAY SEASON, WITH FUNDS ALLOCATED
THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NO. 690001, SUCH COSTS HAVING BEEN
APPROVED BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department's Community Relations
Section, in an effort to provide a highly visible anti -drug
message to the public during the upcoming holiday season,
requests funds for the creation of an anti -drug and crime
prevention parade float; and
WHEREAS, funds to cover the necessary expenses required for
the creation of the parade float have not been included in the
Police Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the proposed expenditure
complies with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
the creation of the parade float are available from the City of
Miami Law Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby approved by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The City Manager is hereby authorized; to engage
the professional services of Festival Floats, Inc., in an amount
not to exceed $30,000, for the creation of an anti -drug and crime
prevention parade float for the upcoming holiday season, said
funds being hereby allocated from the Law Enforcement Trust Fund,
Project No. 690001, such expenditure having been approved by the
Chief of Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

ENCLOSURES.
RECOMMENDATION:
It is respectfully requested that the City Commission adopt the
attached resolution authorizing the funding of the Miami Police
Department Anti -Drug and Crime Prevention Parade Float, in an
amount not to exceed $30,000, from the City of Miami Law
Enforcement Trust Fund.
BACKGROUND:
The Miami Police Department, in an effort to enhance the
Department's image while providing a highly visible anti -drug
message, felt that with the upcoming holiday season it would be
beneficial to again fund a parade float.
This year's float design would have the "Hot Wheels" Porsche as a
centerpiece with the messages "D.A.R.E To Keep Off Drugs," and
"Teaching Kids To Never Take Drugs" prominently displayed on each
side. It goes without saying that in order for the Department to
be more effective in the war on drugs we must take every
opportunity to convey the message of a drug free community to the
citizenry.
It is therefore, recommended that the Resolution authorizing the
funding of an Anti -Drug and Crime Prevention Parade Float, in an
amount not to exceed $30,000, be adopted. The funding source is
the Law Enforcement Trust Fund, Project Code No. 690001.

I, Perry L. Anderson, Jr., Chief of Police, City of Miami, do
hereby certify that the aforementioned request for expenditures
from the City of Miami Law Enforcement Trust Fund, for the
purchase of an Anti -Drug and Crime Prevention Parade Float at an
estimated cost of S30.000, complies with the provisions of
Section 932.704, Florida Statutes.
