At the time this Motion was made, the City Administration was in the process of organizing the "Miami Memorial Committee" and on October 12, 1989, a Resolution was passed establishing an "Interim Street Co -Designation Advisory Committee." The purpose of this Committee is to review the applications for street co -designations and make recommendations to the City Commission. On January 12, 1990, the first meeting was called, however, failed to have a quorum and the meeting was cancelled. Shortly thereafter, three appointed members resigned from this Committee, leaving the Committee powerless until October 12, 1990, when the City Commission appointed the permanent members. The Executive Secretary of this committee is now in the process of preparing by-laws and co -designation applications for the Committee. Realizing the length of time that had elapsed since the City Commission referred this item to the "Memorial Committee" and based on the unanimous approval of Motion No. 89-820, the Public Works Department prepared a Resolution to co -designate N.W. 17th Avenue from N.W. 28th Street to 34th Street as "Juan Pablo Duarte Avenue" for presentation to the City Commission at their December 6, 1990 Meeting. Upon review of the proposed Resolution, the City's Law Department determined that this item could not be presented to the City Commission without first obtaining a recommendation from the "Memorial Committee" and fulfilling the requirements of Ordinance 1n761, which includes a non-refundable $700.00 application fee.
