We take the advantage of this opportunity, by this mean to expose our
discomfort, and protest, in the name of our community, established here in the
city of Miami; in regard what we consider totally discriminatory actitude toward
our community in August of 1989 we petioned to the Comnisioner, our desire of
having the 17 Ave North West, renamed Juan Pablo Duarte, our ilustrious founding
father of our nationality, so far, all we have reviewer are notification that
says that our case must be reviewed by an especial comitee, in total disregard to
the approval of our petition.
Therefore in come to mind asking our selves,iWHY IS IT THAT OTHER STREET
HAS GONE THROUGH THE PROCESS THAT WE PETIONED WHILE WE STILL KEEP WAITING?
Honourable, MR. YURRE as the pursuant of just cause, we of you your good
offices, because we believe that you might be the pfiotal voice that will help
restore our faith in the good will, and spirit of justice that has made the system
and this country what it is.

RE: STREET CO -DESIGNATION FOR "JUAN PABLO DUARTE"
Dear Mr. Fernandez:
On September 14, 1989, the City of Miami Commission unanimously
approved a Motion (M 89-820) recommending to the "Miami Memorial
Committee" a request by the Dominican Community to co -designate
one block along N.W. 17th Avenue between N.W. 7th Street and N.W.
36th Street as "Juan Pablo Duarte Avenue."
At the time this Motion was made, the City Administration was in
the process of organizing the "Miami Memorial Committee" and on
October 12, 1989, a Resolution was passed establishing an
"Interim Street Co -Designation Advisory Committee." The purpose
of this Committee is to review the applications for street
co -designations and make recommendations to the City Commission.
On January 12, 1990, the first meeting was called, however,
failed to have a quorum and the meeting was cancelled. Shortly
thereafter, three appointed members resigned from this Committee,
leaving the Committee powerless until October 12, 1990, when the
City Commission appointed the permanent members. The Executive
Secretary of this committee is now in the process of preparing
by-laws and co -designation applications for the Committee.
Realizing the length of time that had elapsed since the City
Commission referred this item to the "Memorial Committee" and
based on the unanimous approval of Motion No. 89-820, the Public
Works Department prepared a Resolution to co -designate N.W. 17th
Avenue from N.W. 28th Street to 34th Street as "Juan Pablo Duarte
Avenue" for presentation to the City Commission at their
December 6, 1990 Meeting. Upon review of the proposed
Resolution, the City's Law Department determined that this item
could not be presented to the City Commission without first
obtaining a recommendation from the "Memorial Committee" and
fulfilling the requirements of Ordinance 1n761, which includes a
non-refundable $700.00 application fee.
