W_ 9 2 A RESOLUTION RELATED TO THE THREE KINGS DAY PARADE TO BE CONDUCTED BY THREE KINGS PARADE, INC., ON JANUARY 6, 1991; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA PROHIBITED TO NON -FESTIVAL RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; CONDITIONED UPON THE ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT AND SUBJECT TO THE ORGANIZERS OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. WHEREAS, Three Kings Parade, Inc. will conduct the Three Kings Day Parade Sunday, January 6, 1991; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; and WHEREAS, Three Kings Parade, Inc. has requested authorization that non -festival retail peddlers be prohibited in the area of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Three Kings Day Parade to be conducted by Three Kings Parade, Inc. the following streets are hereby closed to through vehicular traffic from 6:00 A.M. to 9:00 P.M. on Sunday, January 6, 1991: Southwest Eighth Street from Southwest Fourth Avenue to Beacom Boulevard. Southwest Fifth Avenue from Southwest Eighteenth Terrace to Southwest Eighteenth Road. Southwest Eleventh Street from Southwest Eighteenth Terrace to Southwest Fourth Avenue. Southwest Eighteenth Road from Southwest Fourth Avenue to Southwest Fifth Avenue. Southwest Fourth Avenue from Southwest Fifteenth Road to Southwest Eighth Street. Southwest Ninth Street from Southwest Fourth Avenue to Southwest Sixth Avenue. Southwest Tenth Street from Southwest Fourth Avenue to Southwest Sixth Avenue. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 3. Pursuant to the provisions of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid during the event in the area of the public right-of- way included within and adjoining the streets and avenues described in Section 1 for two blocks in all directions. Section 4. The herein authorizations are hereby conditioned upon the organizers obtaining insurance to protect the City in the amount prescribed by the City Manager or his designee and upon the organizers paying for all costs of City services associated with said event. Odzo City Manager RECOMMENDATION: CA=13 DATE N ��� 4 ; 1990 FILE SUBJECT Resolution Street Closures Three Kings Day Parade REFERENCES Commission Agenda Item ENCLOSURES December 6, 1990 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets and the restriction of non -festival retail peddlers in the area, in connection with the Three Kings Day Parade to be conducted by Three Kings Parade, Inc. on Sunday, January 6, 1991. The street closures are subject to the issuance of all permits required by law and compliance with such conditions and limitations as prescribed by the City of Miami. These authorizations are conditioned upon the organizers paying for all the necessary costs of City services and the requirement that the City be insured against any potential liability. BACKGROUND: The Department of Community Development has prepared the appropriate legislation in connection with the Three Kings Day Parade to be conducted on January 6, 1991. This will be the 20th Annual Three Kings Day Parade held in the Little Havana area. Attachment: (1) Proposed Resolution 90-- 925 CA13 -1
