AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE
FUND ENTITLED: "EMS FIRST AID RESOURCE TRAINING
(FY190)"; APPROPRIATING FUNDS FOR THE OPERATION OF
SAME IN THE AMOUNT OF $25,040 FROM A GRANT-IN-AID
FROM THE STATE OF FLORIDA DEPARTMENT OF HEALTH AND
REHABILITATIVE SERVICES AS FOLLOWS: $12,546 FROM
FY'90-'91 GENERAL FUND: DEPARTMENT OF FIRE, RESCUE
AND INSPECTION SERVICES, AND $12,512 FROM FY'90-91
IN -KIND MATCH OF SALARIES, SERVICES AND EQUIPMENT;
CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the City applied for a grant from the State of
Florida Department of Health and Rehabilitative Services under
the Emergency Medical Services (EMS) Matching Grant Program; and
WHEREAS, the matching grant is to support the purchase of
the pre -hospital services and items associated with such
activity; and
WHEREAS, the Department of Fire, Rescue and Inspection
Services desires to retain one (1) part-time accident and first
aid resource teacher to train teachers and students in accident
prevention and first aid treatment, utilizing a matching grant of
$25,040, and
WHEREAS, the State of Florida Department of Health and
Rehabilitative Services under Emergency Medical Services (EMS)
Matching Grant Program has offered the City of Miami a $25,040
grant-in-aid to implement purchase of pre -hospital services and
items as outlined in the City's matching grant proposal and in
the Preamble to this Ordinance; and
WHEREAS, the Commission of the City of Miami, pursuant to
Resolution No. 90-664, accepted said grant-in-aid, and the City
Manager executed the grant agreement:
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

APPROPRIATION: EMS FIRST AID RESOURCE TRAINING (FY'90) $50,098
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.

i RECOMMENDATION:
It is respectfully recommended that an Ordinance be passed
establishing a New Special Revenue Fund entitled "EMS First Aid
Resource Training (FY'90)", appropriating funds in the amount of
$25,040, consisting of a $25,040 Grant from the State of Florida
Department of Health and Rehabilitative Services, and $12,546
from FY190-91 General Fund: Department of Fire Rescue, inspection"
Services, and $12,512 from in -kind match of salaries.
BACKGROUND:
The Department of Fire, Rescue and Inspection Services has been
i awarded a matching grant from the State of Florida Department of
Health and Rehabilitative Services to retain one (1) part-time
Accident and First Aid Resource Teacher. The part-time resource
teacher, together with related equipment, will be paid from the
$25,040 grant and will train Teachers and Students under the
auspices of the Department's Public Education and Information
Service Section.
