AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED "PROJECT R.A.P.", APPROPRIATING RESOURCES TO SAID FUND IN THE AMOUNT OF $110,000 CONSISTING OF A $100,000 STATE LINE ITEM GRANT AND A $10,000 PRIVATE DONATION; ALSO AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT CONTRIBUTIONS, GRANTS AND/OR OTHER DONATIONS TO THE CITY FOR THIS FUND; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Parks and Recreation has developed a comprehensive recreation alternative pilot program entitled Project R.A.P. (Recreation at Parks); and WHEREAS, said program consists of a broad range of activities, from flag football to arts and crafts, all of which are geared to youth at risk between the ages of 7 and 15 years; and WHEREAS, the State of Florida Legislature during its 1989 session provided a grant in the amount of $100,000 for Project R.A.P.: which is being administered through the Department of Natural Resources and -these funds have just been just been received; and WHEREAS, the City has received an additional $10,000 as a donation from a private development corporation; and WHEREAS, it is necessary to appropriate these revenues in the total amount of $110,000 so that the program can operate during the period October 1, 1990 - September 30, 1991 as required by the State grant; and WHEREAS, to facilitate the receipt of these and future contributions and donations, it is recommended that the City Manager be authorized to execute any required agreements or other documents, provided that such documents are acceptable to the City Attorney; 10816 - 1 - NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: Fund Title: Project R.A.P. Resources: FY'89 State Line Item Appropriation Grant $100,000 Private contribution $ 10000 Appropriation: Project R.A.P. $110,000 Section 2. This Ordinance hereby appropriates $110,000 in revenues from a State of Florida Grant and a private donation for the purposes of defraying the cost of the Project R.A.P. recreation program conducted by the Parks and Recreation Department. Further, the fund hereby established is open-ended to the effect that expenditures may be allowed in future years provided that the total of all expenditures posted to this special revenue fund do not exceed appropriations. Also, the City Manager is hereby authorized to execute the necessary documents, in a form acceptable to the City Attorney, to accept contributions, grants, and/or donations to this Special Revenue Fund. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments and to generally carry out the functions and duties of municipal affairs. Section 6. The requirement of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. 108�6 _ 2 _ he Section 7. RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached emergency Ordinance establishing a new special revenue fund entitled "Project R.A.P." (Recreation in Parks) in the amount of $110,000 consisting of a $100,000 State Line Item Appropriation Grant and a $10,000 private contribution. BACKGROUND; The Department of Parks and Recreation has prepared the attached legislation relating to funds for its recreation program entitled "Project R.A.P.". This comprehensive pilot program is geared to youth at risk between the ages of 7 and 15, providing them with an extensive array of organized and supervised leisure activities as an alternative to less productive endeavors. Among the scheduled programs are flag football, cheerleading, boys' and girls' basketball, tennis, swimming, weight lifting and arts and crafts. The City of Miami was awarded a State Line Item Appropriation Grant for this program during the 1989 legislative session, and has just received these monies. Pursuant to the terms of the City's agreement with the State Department of Natural Resources (which administers the grant), these funds are to be expended between October 1, 1990 and September 30, 1991. Additionally, the'City has also received a $10,000 donation earmarked for this program from a private development corporation connected with the Miracle Center. These funds will be used for salaries, supplies, materials, equipment and transportation needed for Project R.A.P. If adopted, the Ordinance would also allow the City Manager to execute agreements that may be required in order to accept grants, donations and other contributions to this recreation program. This ordinance is being presented as an emergency measure so that funds are immediately in place for Project R.A.P. for which grant funds must be expended between October 1, 1990 and September 30, 1991 by agreement with the State Department of Natural Resources. i 16 �y
