HomeMy WebLinkAboutR-91-0469r J-91-486 06-04-91 RESOLUTION NO. `)469 A RESOLUTION RATIFYING, CONFIRMING AND APPROVING, BY AN AFFIRMATIVE VOTE OF 4/5THS OF THE MEMBERS OF THE CITY COMMISSION, THE CITY MANAGER'S FINDING OF SOLE SOURCE, THEREBY WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE PURCHASE OF A LIBRARY HANd'LER FOR THE CITY OF MIAMI POLICE DEPARTNENT'S AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (A.F.I.S.), FROM THE SOLE SOURCE OF SUPPLY, PRINTRAK, INC., AT A TOTAL PROPOSED COST OF $90,000, WITH FUNDS THEREFOR BEING ALLOCATED FROM THE CAPITAL IMPROVEMENT PFOJECT, 312018 "POLICE EQUIPMENT ACQUISITION"; ALT[HORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, the Department of Police installed an Automated Fingerprint Identification System for the detection and apprehension of criminals; and WHEREAS, this system utilizes 5 optical disks which must be manually changed between two existing disk drives; and WHEREAS, these disks can be changed automatically with the use of a library handler; and WHEREAS, to insure compatibility with the existing disk drives the Police Department reccnr ends purchasing the library handler fran the vendor of the Autanated Fingerprint Identification System, Printrak, Inc.; and WHEREAS, the City Manager has approved and adopted a finding by the Chief Procurement Officer that Printrak, Inc. is the sole source for the provision of this equipment; and WfiEREAS, funds for this purchase are available from the Capital Improvement Project, No. 312018 "Police Equipment Acquisition", in the amount of $90,000; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MI:AMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. After a properly advertised public hearing, the finding of the City Manager set forth in the Preamble to this Resolution is hereby ratified by an affirmative vote of four -fifths of the members of the City Commission. The City Manager's finding of sole source, thereby waiving the requirements for campetitive sealed bids and approving the purchase of a library handler for the City of Miami. Police Department's Automated Fingerprint identification System, from the sole source of supply, Printrak, Inc., in the amount of $90,000, is hereby approved with funds therefor allocated fram the Capital Improvement Project, 312018 "Police Equipment Acquisition". Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this equipment, subject to availability of funds. Section 5. Odi City Manager RECOMMENDATION: DATE : MAY 2 91991 FILE SUBJECT Resolution Waiving Requirement of Sealed Bids for the Purchase of a REFERENcWbrary Handler ENCLOSURES: It is respectfully recommended that a Resolution waiving sealed bids and approving the purchase of a Library Handler for the City of Miami Police Department's Automated Fingerprint Identification System (A.F.I.S.), from Printrak, Inc., at a cost of $90,000, funding to be -from the Capital Improvement 312018, be approved. BACKGROUND: The City of Miami Police Department Identification Unit currently stores and retrieves fingerprints from a data base in its Automated Fingerprint Identification System. The System utilizes 5 optical disks but only has 2 disk drives. Disks must be manually changed whenever a search is conducted. When the Miami Police Department networks with Metro -Dade County and the State of Florida this causes significant delays. The A.F.I.S. was originally installed by Printrak, Inc., and has proven to be an invaluable tool in the detection and apprehension of criminals. With the installation of a Library Handler, this already effective equipment, will be even more effective. In an effort to maintain complete uniformity and compatibility with the present system, it is necessary that the Library Handler be purchased from Printrak, Inc. By purchasing the Library Handler from Printrak the Police Department will be able to continue using the 2 disk drives currently in use. This should result in a cost savings. It is, therefore, recommended that the Resolution waiving sealed bids and authorizing the purchase of a Library Handler from Printrak, Inc., 1250 North Tustin Avenue, Anaheim, California, 92807, in the amount of $90,000, funding to be provided from the Capital Improvement Project, 312018, be approved. In an effort to accomplish this it is necessary to purchase a Library Handler, desctibed on the attached memorandum from Louis Davis, the Commander of our Technical Services Unit. The Department has expended a great deal of money on the A.F.I.S. and wishes to insure that any upgrades or additions are completely compatible with the present system. It is for that reason t at the Department is requesting a finding of sole source and that the Library Handler manufactured by Printralc, Inc., of 1250 North Tustin Avenue, Anaheim, California, 92807, be purchased. Printrak installed the original A.F.I.S. and the two optical disk drives currently being used will be retrofitted into the Library Handler. Your consideration of this matter is greatly appreciated. In an effort to accomplish this it is necessary to purchase u Library Handler. The present Automated Fingerprint Identification System has the capabilities of storing and retrieving fingerprint images from our data base. This will be most helpful when we network again with Dade County, the State of Florida, and other Departments. These images are stored on optical disks. We are now operating on five disks with only two disk drives. We must manually change the disk from the drives if the information we need to retrieve from one is on another. This can be done automatically with the use of a "Library Handler", also known as a "Juke Box". The Library Handler will provide automatic handling of the optical disk platters used to store the fingerprint images. This Library Handler will, use our present two optical disk drives. With the Library Handler we will be able to accommodate 51 platters. The price of the equipment with installation will be $90,000.00. The Department has spent a great deal of money on the Automated Fingerprint. identification System and wishes to insure that any upgrades or additions are completely compatible with the present system. The Library Handler is a priority if we are to network with other agencies. Accordingly I, the Chief Procurement Officer, am recommending that the requirements for competitive bidding be waived and that the above findings be approved, that Printrak, Inc. located in Anaheim, California is the sole source provider of the Library Handler.
