HomeMy WebLinkAboutR-91-0467J-91-460 6/6/91 RESOLUTION NO. .41 - 467 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS DUE TO A SOLE SOURCE OF PROCUREMENT AND APPROVING THE ACQUISITION OF SEVEN (7) DEFIBRILLATOR MONITORS 12 LEAD ECG AND ACCESSORIES FROM MARQUETTE ELECTRONICS, INC. AT A PROPOSED TOTAL COST OF $98,784.00 FOR THE DEPARTMENT OF FIRE, RESCUE, AND INSPECTION SERVICES; ALLOCATING FUNDS THEREFOR FROM THE CAPITAL IMPROVEMENT PROJECT NO. 313237, ACCOUNT NO. 289401-840 (50%) AND STATE OF FLORIDA EMS MATCHING GRANT PROJECT NO. 104004, ACCOUNT NO. 280503-840 (50%); AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, the Department of Fire, Rescue and Inspection Services recently conducted a study to determine the feasibility of defibrillator/monitor/pacer with 12 Lead ECG Marquette 1500 SLP acquisition in the field and the benefits of this technology to patients treated by the Rescue Division; and WHEREAS, as a result of the study it was decided that the acquisition of defibrillators/monitors/pacers with 12 Lead ECG's in the field were indeed beneficial and contributed to saving and improving the quality of life of patients who suffered from acute myocardial infarctions (heart attacks); and WHEREAS, paramedics in the field were able to identify acute myocardial infarctions and were able to alert area hospitals, which in turn, were able to administer definitive treatment to those patients sooner; and WHEREAS, the Marquette 1500 SLP is the only defibrillator/monitor/pacer with 12 lead ECG capabilities that meets the requirements of the Rescue Division; and WHEREAS, Marquette Electronics, Inc. is the manufacturer and sole distributor ofithese units; and CITY COMMISSION MEETING OF J U N 20 1991 91 - 467 MMUM WHEREAS, funds for this equipment are available in the Capital Improvement Project No. 313237, Account No. 289401-840 (50%) and State of Florida EMS Matching Grant Project''No. 104004, Account No. 280503-840 (50%); and Y " WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirement for competitive formal sealed bids_ be waived and the procurement from Marquette Electronics, Inc., ;k be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY i OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the l Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of i the City Commission following a properly advertised public hearing, the requirement for competitive sealed bids is hereby waived and the Department of Fire, Rescue and Inspection Service's request for the acquisition of seven (7) defibrillators/monitors/pacers with 12 lead ECG and accessories from Marquette Electronics, Inc., the manufacturer and sole distributor of said units at a proposed total cost of $98,784.00 is hereby approved with funds therefor hereby allocated from the Capital Improvement Project No. 313237, Account No. 289401-840 (50%) and State of Florida EMS Matching Grant Project No. 104004, Account No. 280503-840 (50%). Odio City Manager DATE : MAY 2 91991 FILE SUBJECT : Resolution Authorizing the Purchase of Marquette Model No. 1500 SLP REFERENCES : Defibrillator/Monitor/ Pacer with 12 Lead ECG ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the purchase of (7) seven defibrillators/monitors/pacers with 12 Lead ECG capability on a sole source basis from Marquette Electronics Incorporated, a non - minority vendor; located at 8200 West Tower Avenue, Milwaukee, Wisconsin 53223, at a cost of $98,784. Marquette Electronics is the manufacturer and sole distributor for the model 1500 SLP, which is a defibrillator capable of obtaining 12 Lead ECG's in the field. The Department of Fire, Rescue and Inspection Services recently ran a study to determine the feasibility of 12 Lead ECG acquisition in the field and the benefits of this technology to patients treated by the Rescue Division. As a result of the study' it was decided that the acquisition of 12 Lead ECG's in the field was indeed beneficial and contributed in saving and improving the quality of life of patients who suffered from acute myocardial infarctions (heart attacks). Paramedics in the field were able to identify acute myocardial infarctions and were able to alert area hospitals, which in turn, were able to administer definitive treatment to those patients sooner. For patients suffering from this condition, "time is muscle", that is, the sooner that clot busting medication can be administered to these patients, the more muscle will be saved from the heart. . This not only had potential of actually saving the life of the patient, but also of decreasing the amount of damage that a heart attack can cause. The Marquette 1500 SLP is the only defibrillator that meets the needs of the Rescue Division. Funding for this purchase is provided by the State of Florida EMS Matching Grant Project Number 104004-280503-840 (50%) and C.I.P. Project Code 313237- 289401-840 (50%). APPROVED: Q� CHD/CAG/ls y a f C a P. r ArA4 r • CITY OF MIAMle FLORIDA NOTICE OF PUBLIC HSARING A public hearing will be held by the Commission of the City of Miami, Florida on June 13, 1991, at 11:Q5 am. in the City Commission Chambers at City Hall, 3500 Pan American Drive, Miami, Florida, for the purpose of considering a waiver of the requirements of obtaining sealed bids for the acquisition of (7) seven monitor/defibrillators with 12 Lead SCG capability. These units must be capable of monitoring, defibrillating and non -invasively pacing cardiac patients. In addition, the units must able to acquire and analyse a 12 Lead HCG and have the capability to transmit the ECG to a receiving hospital through the City of Miami's 900 mhz portable radios. The coat of the (7) seven units is not to exceed a total cost of $100,000.
